I've just started playing and my nephew advised me to build a dragon priest deck, he said they'd be fun to play and that I would win a whole lot of more matches than I'm doing now. I usually get outlasted by most decks for some reason, and a lot of times I just get beaten before I can set up any attack. I'm usually winning against most hunters and priests, but the rest of my matches are abysmal. I just can't seem to push past rank 18 with this deck (I even got to rank 17 with a crappy deck last season). Granted, I am having a lot of fun with this deck. I watch alot of streamers as well, and I seem to apply their strategies just fine, but I still get hopelessly beaten.
I think a lot might depend on your mulligans. The trouble of playing vs dragon priest with a good draw is that they have a decent board presence from the get go... Twilight Whelps and Wyrmrest Agents being the highest prio to get on the table... this helps you solidify board presence... leading up to Twilight Guardians and Blackwing Corruptors to clear the table... Use your SW:P agressively and early... later on the same target you would use that on is the prime target for your Cabal.
However in the current meta Dragon Priest has a tougher time i think than a few months ago.
I can't see any glaring issues with your deck. It's probably just your decision making. If you feel you're making a lot of errors, try and find some one who's higher rank and willing to coach you.
Based on your "symptoms", I think you must be trading wrong, whilst also not playing around opponent deck / typical class cards well enough.
You shouldn't really need coaching to get past rank 17... basic understanding of board control (keep as many minions as possible, don't overcommit to board against opponents with potential clear, keep valuable minions safe from board and opponent hand by saccing others if need be) should be enough to get you past that.

I've made it to rank 3 and let me tell you, I've gotten stuck at rank 16 for about 5 games before. It was during the season reset, but still it can feel bad man. Anyone with basic understanding of the game, a good deck, and smart trades, can make it to rank 10-5. Card games are not super complex, you make the plays that you can, or the plays that make the most sense based on the deck you are facing.
For dragon priest the mulligan phase can be super important, mostly keep any decent dragon that you get in the mulligan phase. Also (BOARD PRESENCE AND BOARD CONTROL!!!) You need the board, or something on the board. Some times that means casting velens on a twilight whelp. Hell I've had to velens a curator before.
Make smart trades with other minions, and keep your minions healed to the best health based on the class you are fighting. Heal your taunts to survive a true silver champion, consecration, other basic board clears/weapons.
It also may be worth throwing in one entomb for this meta, a lot of control decks out there and entombing a tirion, mal ganis, an archmage, can be a huge play.
Mulligans and trading can kill you faster than anything. I have never ran Loatheb, so I am curious how that is working for you. Here is my current deck

Hey guys, thanks for all the help, Im on a win streak right now. I have a winrate of about 80% right now. I'm still having a hard time with mages and face hunters (I need a perfect curve for that one) right now, but the rest seems to be going buttery smooth right now.

Is there a particular MU you have difficulty in winning? Or are you basically losing in general?
Your deck needs at least one more dragon for consistency. Azure drake in particular.
You might also wanna consider replacing 1 Technician for 1 Brann. 2 technicians is very clunky.
Brann helps you combo off with curators and seal the win against control match ups.
Add another azure drake it's a strong card maybe instead of a curator..
If you want coaching for dp just watch the lastest trump's f2p run of dragon priest. He got to legend with the deck.

also you need to consider your knowledge of other decks too.
certain decks require certain trades and certain ways to play.
knowing what you are playing against also helps with decision making.
also expect worse case scenario.
always expect your opponent to be luckier than you.
