People were bad-mouthing Lyra the Sunshard before it came out, but then it turned out to be pretty good. I'm expecting the same results here.
Yeah, but with Lyra the Sunshard, spells generates spells. With Hagatha the Witch, minions generates spells. You can't go "infinite".

You can go infinite if you get enough Spirit Echo enough times...
but:
1. Your lyra lives only 1 turn, here you have passive heropower which will make in 90% cases more spells than lyra during entire game.
2. Echo... unable you to play one card several times. So if there will be even OK/playable 2 mana echo card for shaman... you can get 5 random shaman spells to your hand and PLAY minions.
I think the same as JanOnToast, lyra was cosidered SHIT before we actually get to play it. It is VERY similiar ability with veery long, on-going long-term effect. Combined with echo could be very good. Even getting 2 lava burst over the course of game can give you 10 burst from nowhere, burn you can't really play around (with spellpower it can be even more). Maybe there will make some even-shaman deck with upgaded heropower so every spell will always have spell-dmg in form of your tottem you can choose (spellpower tottem). But I guess not. Or they will put some spellpower minions in the deck (except thalnos).
I think this card is really good, it's not better than some DKs but it's definitly has even higher potential than lyra as you have this effect for the REST OF THE GAME and you can't disable it (unless you kill shaman which has a lot of healing right now. Only healing rain is 24 heal and you also have antique healbot in fish form :D 3/6 heal for 6. So it's total 36 and you can even increase this number. This card is CRAZY good in late game because you'll get burst cards like lightning bolt or lava burst sooner or later and when the time will come it will be a lot of dmg). Just including echo cards will make this hero insane.
I think it's gonna be one of the strongest cards in the set (standalone, I don't know how much play will shaman see, you can't predict that having 20 cards of the set). But the card is would be pretty insane in current control-type of meta (warlocks and priests).
HP reads: "after you play a minion, add a Volcano to your hand"
Now I know why they rotated Coldlight Oracle; to prevent counterplay against shaman and warlock!

While the Battlecry effect is weaker than I'd hoped for an 8 mana card (like, why couldn't it be 5 damage?), the new heropower does fix Shaman's lack of card draw, and even energizes with the powerful minions like Elementals Shaman like to normally play. Pretty good overall, though kinda silly they thought this would be "too OP" XD.
Echo synergy, here I come!
Shaman can now play tavern brawl whenever he likes lul.

Amazing Midrange/control card. Extra resources while putting out decent to great minions.
This gives Shaman "Draw" without breaking aggro.
Hero power can't even be upgraded by Baku...SMH.
none of the non-basic hero powers can. it is an even card as well so I don't know what you were even expecting.
