The flavour text is funny, but it's actually not a clear question.
Is Sally a silver hand knight? Is she standing with them, or is she casting the spell? Assuming there are only 3 targets, then the answer depends on which silver hand knight is targeted...

I wonder how this works in combination with a Mo'arg Artificer. Would it become:
One Mo'arg Artificer:
1 Health = 8 damage to target becomes 7 excess to sides turning into 14 each for potential 29 damage.
2 Health = 8 damage to target becomes 6 excess to sides turning into 12 each for potential 25 damage.
3 Health = 8 damage to target becomes 5 excess to sides turning into 10 each for potential 21 damage.
4 Health = 8 damage.
Two Mo'arg Artificer:
1 Health = 16 damage to target becomes 15 excess to sides turning into 60 each for potential 121 damage.
2 Health = 16 damage to target becomes 14 excess to sides turning into 56 each for potential 114 damage.
3 Health = 16 damage to target becomes 13 excess to sides turning into 52 each for potential 107 damage.
4 Health = 16 damage.
Mini Meteor
It's like Shadowbolt, but with upside. Will definitely see play.
Different effect and conditions... Especially vs. Druid, I've had opponent buff minions to 4 or 5 health after I've played Flame Ward... That's the problem with non-immediate effects.
This card will only be really effective with spell damage though I think...
Is it a good move to replace Frost Nova with this in my Highlander Mage deck? 'Cause i'm not really sure.
Why not play Flame Ward instead? Its more reliable most of the time. Yes, its not as reactive, but has synergy with a lot of cards in your deck.
I don't think it will be played over Flame Ward. It is good at early game but that's it.

To clarify that would be if you hit a 1 health minion both neighbors would take 3 correct. Cause that could be pretty strong early game aoe removal and its not bad as a single target removal card on its own comparable to jade lightning at 4 mana.
1 Health = Potential 7 damage.
2 Health = Potential 6 damage.
3 Health = Potential 5 damage.
