I believe the transformation of the drawn cards might be after the mana cost reduce, like theTransmogrifier card text says. 

Disappointing effect for Transmogrifier. It should be a cool card like Malygos, Aspect of Magic.

I'm seeing a potential for an aggressive paladin deck that uses Crystology.

Hmm.. I wonder how will it work with The Soularium.

You discard 3 legendaries, because they'll probably cost too much to be played same turn.

You draw a temporary ‘ethereal’ version of a card in your deck. AFTER you draw it, it is then transformed into a different card if you have transmogrifier on the board.

This should be how it works, which we can somewhat prove because this is how rafaam works with the soularium.

When you realize this transforms everything else, not itself.

be aware of summoning portal while playing warlocks as soon as the expansion launches as this with fel lord betrug and plot twist can hold unseen potential

I don't really see this being game-breaking in constructed since you'd lose deck synergy for random cards (and legendaries are no longer guaranteed to be decent-to-good late game cards, there are numerous underwhelming or early game legendaries).

I do see this being potentially powerful in arena though. I'm curious to see Kripp and Kibler's opinions on this minion.
