Nobody has yet come to realized that Kingsbane needs a whole deck to support it's own effect and it also needs one Leeching Poison and many other cards for it to get good enough. This card alone contains a 2 mana 2/2 weapon and a 2 mana leeching poison which can be used in most decks without acquiring at least 5 more cards to make it usable. So technically, this card fits more to many other Rogue's deck better than Kingsbane. The only one thing that I'm concern about is both Swashburglar and Undercity Huckster are rotating out so in order to help synergize well with this card, we need more Burgle type of cards, which is bad
This card also needs a whole deck to support it. This is so bad that you need a lot of other class cards to be anywhere near worth it.
Also, you say it's ok alone because it's 2 mana 2/2 weapon + leeching poison. A two mana 2/2 weapon is trash and unplayable, and leeching poison is also trash and unplayable unless you abuse it with an infinite 9/4+ weapon.
This card needs only Deadly Poison for example. Which is much better than Leeching poison + deadly poison. + Some steal mechanic. But cards as Halucination and swashburglar are played in rogue anyway, so it will not be impossible to buff it. Difference is that Cutlas is much quicker and it require a bit less card. Of course it will not have same potential as kingsbane in late game but you may not need so much lifesteal. So it is up to the deck. And if we receive some nice weapon buffs, this card will be even better.
So Cutlas is quicker and less powerful, while Kingsbane is slower but more powerful. But in tempo matches this may be good.

The text Should be: Lifesteal. Whenever you play a card that didn’t start in your hand, gain +1 Durability.
That will make it slightly better and makes it also usefull in The mirror matches.

Forgive me if I am wrong, but I believe Kingsbane will rotate at the same time as this does.

Edit* Ok, Now I see the pattern. I didn't realize it was in such quick intervals.
I'm certainly not saying that this will be a tier 1 meta card. Even a tier 2 meta card. But it's much much better than people are giving it credit for.
Combined with Deadly Poison and some other kind of weapon buff tempo minion similar to Naga Corsair (which might not come for a set or two, but I expect it to come at some point in the lifespan of this card) and a decent sized card generation package (which we also need to see in set releases before it starts getting good because of how much is being rotated but I expect at least 1 if not 2 in WW after seeing this card) and this will allow Rogue to keep trading into the mid/late game. If that becomes possible, admittedly a decent sized if, then it totally changes the playstyle that a Rogue can attempt.
This card is really really bad with what we know is in standard right now but it has 5 and 2/3's worth of expansions still to come that could make it a viable build-around card. I'm a weird homebrewer who plays some admittedly bad decks on ladder, but I'm calling it now; At some point in Spectral Cutlass' standard lifetime I will push for legend with it as the centerpiece of my deck.
Good luck with that you will need a TON of support (weapon buff cards + opponent class cards + pray to RNGesus) especially in Standard.
If you played enough Thief Rogue like me (reach legend a couple times in both formats problably have more than 500 games with it) you will know that Obsidian Shard is much better than this weapon for many reasons, the manly ones Spectral Cutlass cant compete in terms of tempo with it and Rogue is a tempo class, you are always looking for DK's because you can discount the mana with Ethereal Peddler and this is obvsly really good, the deck does not have actual win condition (you will problably try some shit like Arcane Giant or Leeroy Jenkins but both are very inconsistent in this deck ). Obsidian Shard instantly go to 0 mana after you play any DK.
That being said, Shadowblade (which i use in any of my Rogue decks that dont run Kingsbane ) is better than both, it just make sense play Obsidian Shard because of the synergy etc but realistically Shadowblade is much more consistent.
