7 mana would be powercreep (remember Captured Jormungar?) I think 8 would have been great.
Powercreep only applies to playable cards, Captured Jormungar isn't one.
For 7 it will be better distribution of status than Dr.7 and better abilities, no, hell no, we don't need more OP bullshit auto-includes in every deck, 8 manas is really the right one, 9 is overcosted.
This card will be a bitch to take care of...some decks like druid wont be able to do it other then possibly throwing their combo into it. Which is a win in and of itself. This card isn't flashy, but i have a feeling it will see play. Priest will have a hard time against this card too. It might be better vs control then vs aggro. 9 toughness is huge for something that cannot be targeted.
Warrior control suffers with priest because Entomb, maybe is useful, but really need to be legendary?
I doubt it will make a solid place in competitive decks, but it's certainly a great card to mess around with

People don't see this is a mass removal for only 3 mana, you will have good chances for clear a board with a shieldbot and tokens MFB in one single card, Demonwrath or Hellfire don't do that.

Don't matter the spells you play only how many, for each one he will cast a random spell, if the spell need a target then will be chosen RGN, no way to make plans, only pray for RNGesus.

Amazing card for Control Hunter, and probably worth running 2 the value is so high. That's a lot of great minions to put into play from a single spell and you get a lot of immediate value between the 5/2 charge and 5/4 taunt. Makes the 2/4 just gravy. Its basically a Dr. Boom-level class card without the random and you can't BGH any of it. Probably undercosted since the output is non-random. Since your Savannah Highmane already put a lot of pressure on the board, having this to follow it up is a really big finish.
I't is the level of Tirion without the downside of legendary limitation.
Very few cards are a good response for this, Flamestrike and Auchenai combo.

Strange, cards should cost 9 manas like the spell of hunter put 3 beasts in play cost 8, and this should cost 8 cost 9 instead.
