Sorry for the late response but yes. The idea is to get 2 or more copies of Mozaki with Molten Reflection, ergo the Hot Streak inclusion. It's far from mandatory but it is fun in the WOW factor if you pull it off.
Aggro has more moving parts than most people give it credit for. Aggro mirror match is actually very involved where correct trading become pivotal to the outcome.
Wild has too many moving parts to just make a short list of under performing cards better.
A re-balancing wherein you look at cards that under perform and their over performing counterparts is really needed. And Team 5 generally does not have the interest or even knowledge enough of the format to do this.
e: 'far as it's impact for Mech Hunter, it only means swapping out something like one Piloted Shredder or one Faithful Lumi. Nothing really game-changing.

Careful what you wish for. It's pretty evident that Team 5 has very little knowledge of what Wild is at higher ladder ranks.
Asking them to fix Wild is akin to giving a hand grenade to somebody who wants something to throw into a giant septic tank for giggles.

Flark is by no means mandatory. Nice tempo play if you get him in tune and on time. That's about it.
Oh, and you can forget about using him for Wild mech hunter. He is entirely too slow for that.

For my Wild Mech Hunter it mostly means cutting one mid-range or low cost card. Likely one Piloted Shredder.
As with the magnetic keyword in general, how much of a threat this is boils down to how much threat you have already developed.
