So in short, this is a 1-mana minion in exchange for a Murloc (50% chance) or a Dragon (only 25% chance and chance to summon a powerful Dragon is even lower).
Earliest to play this is on turn 5 (with Coin) if you pass your turn 4; it'll be a 6 mana 8/8. You can also play this for free in the late game one turn after you pass 10 Mana Crystals. More realistic for classes like Priests and Warriors.
