It's not that it is a bad idea, it's just that there is no point in doing that. It introduces a new complicated mechanic into the game without meaningful benefit. There is no gain aside from a small buff to healbot.
Hunter would rather the Frost Giant be a card they can play on one of those "Nothing important to play" turns than use their hero power, and play Frosty later. It would much rather have Dr. Balanced or Uncle Scar if it feels it needs a late game drop.

It really is, it's only drawback is vulnerability to silence. But not to anything else!
