You are right in a way, you can't think of a deck. You are probably thinking about the decks you already have, in which case, no it will not work well in them. But, Frost Giant is actually being released along with 131 other cards, many of which encourage the use of your hero power. Funny how that works!

Problem is, a deck full of unkillable 1/1s is a Grim Patron wet dream...

Everyone is looking at the card as if there are no other cards in the game. It combo's really well with many cards:
Kel'Thuzad and Baron Rivendare will multiply it.
Sacrificial Pact, Power Overwhelming, Void Crusher, and Void Terror wont kill it.
Defender of Argus and Sunfury Protector give free blockers.
Anima Golem wont die.
And I guess Abusive Sergeant and Knife juggler work well too, although I wouldn't run them in warlock.

No, it only works if your hero power is trying to replace it. No other hero power will have an effect. Sleep tight.
