I would put in another Tortollan Shellraiser and a copy of Kabal Songstealer. They both have solid bodies, and usually mitigate damage, so they can fill in a similar role.
Swapping in Medivh, the Guardian is good for a slower variant, and though Prince Malchezaar would make the deck less consistent, I would say go for it if you don't particularly care for efficiency.
Out of the four, the Hunter deck is probably the closest to an existing tier-1 deck. With just a few card replacements, you can have a legend-quality deck. Even without upgrading any cards, though, it can easily carry you to rank 5, and the budget limitations only really show through if you try to bring it to legend, where every percent of increased winrate counts.
This tempo Mage is probably a close second. Shortly after I posted this, Tempo Storm posted a tier-2 tempo mage list that Eloise took to legend. The list is only vaguely similar, due to the budget limitations of this one, but it shows that the deck archtype is good in the current meta.
For Archmage Antonidas, what card to take out might vary depending on what you're seeing on the ladder. If you're dealing with faster decks, I would cut out Polymorph. If you find yourself against slower decks, then you might be better off cutting a Water Elemental (or cutting Ice Barrier if you haven't replaced it with Ice Block yet). If you're not sure which is true for you, Firelands Portal would be a good hedge.
Frost Lich Jaina doesn't really fit into the tempo/burn gameplan this deck goes for. She offers value and life gain, which isn't optimal for this deck, and would reduce the consistency. If you have her, she would slot much better into either a control/value Mage, or even an elemental deck.

With those cards, I would suggest taking out Tainted Zealot, one Arcane Intellect, and Ice Barrier. From there, it depends on if you want the deck to go faster or slower. To speed the deck up, take out Polymorph and both Water Elemental. Or, to make the deck heavier, and fare better against decks with healing, take out Breath of Sindragosa and a Sorcerer's Apprentice.
Medivh, the Guardian can work if you're okay with slowing the deck down, and I would recommend taking out either a Bonemare or a Water Elemental if you haven't already.

Beyond just adding in Antonidas, weak links to replace include Ice Barrier, Breath of Sindragosa (it's worth keeping if you don't have other cheap spells, like Primordial Glyph), and Water Elemental.

Glyph is great for this deck, you would probably want to take out a copy of Mirror Entity, or Faceless Summoner.
