Mass Hysteria isn't reliable in that you can't be sure which minions survive. Brawl at the very least ensures only one minion survives. In many cases you might be able to setup the board so that Mass Hysteria has a higher chance of getting a good result but it remains RNG on what attacks what. And that makes it unreliable. The opponent can also partially work around it by playing minions with specific attack and health numbers. Brawl will always clear except one minion.
I do not understand why you compare (rank) these two cards. The other is available for Priest the other for different class. Mass Hysteria can even be better than Brawl with full board clear, not a single of you own minion dying. There are randomness in both. Maybe Brawl will leave up the one minion in full health you would liked to have die. Cards are different, they are for different classes. Certainly Mass Hysteria is good board control for wide boards, Priest have other tools for one single target removal.
I was responding to Tymke who made a reference to Brawl. Hence my response. Not saying Mass Hysteria is bad. Not at all. But it won't always give you a good clear. And there will be times where a bad Mass Hysteria loses you the game. And that makes it less of a reliable board clear. I'll still put it in most (if not all) of my Priest decks for the simple reason that Priest doesn't really have anything else other than maybe Holy Nova.
Yeah funny thing, I don't want to play Wall/Big/Inner Fire Priest. I actually, genuinely like playing Dragon Control Priest. The only other Priest deck I really enjoyed playing was my own Eggmancer deck. All these gimmicky flip-it Priest decks just don't do it for me. I get no fun from just holding off my opponent for 20 turns doing nothing but playing 1 or 2 specific minions with high health until my opponent literally runs out of means to get rid of them and then flipping their stats for an OTK.
I have no problem with some kind of combo deck. Dragon Control Priest in itself tries to kill you at some point in two turns with Alexstrasza and then Mind Blast. But it fights for the board until it does. It plays minions and interacts with the board until it does. Stuff actually happens for both sides. Playing that type of game is what makes Priest fun for me.
And this expansion hasn't given a lot to allow that type of deck to continue after the rotation. No neutral (or Priest) Dragons were added and several important Dragons are rotating out. Maybe there is a chance for some of those Silence minions to fill the gaps but I'm worried about what type of Priest decks will be viable outside of the decks that are just zero fun to play (or play against).

The issue with Silence Priest (that I can see so far) is that you'll be painfully dependant on getting the right cards in your hand. What if your Silence cards aren't in your hand? What if the cards that need Silencing aren't in your hand? You'll have a whole bunch of cards in your deck that are dangerous or useless to play on their own.
Yeah I gave a version of Dragon Control Priest a try without Duskbreaker or even Primordial Drake. And no Shadow Visions for getting a Mass Hysteria. Wide boards were devastating to deal with, especially early game. Might have to give that Silence Priest a try but that is going to be painfully reliant on drawing the right cards.
My only real concern is board clear. Duskbreaker might be broken (thought that's only fair against stuff like Frost Lich Jaina and Bloodreaver Gul'dan!) but it does provide that critical early clear possibility.
I'm not sure how Priest is going to deal with aggro early on without it (Tar Creeper is also rotating).
