I dont think so, if ever playe some TCG/CCG games like MTG, you must know that real money is the first think what mades these games unique. People who had money can play it, collected and in some games trade it. But if you dont have money or you spend them on antoher entertaimnet etc. you cannot play these games. Be gratefull that Blizz make some little opportunity to play HS even if you dont spend 1$.

Well, booster drafts in MTG were basically unlimited play with slight profits selling the cards you win. Arena system is pretty much the same way, where maintaining a high win rate is unlimited play with slight profits.
Arena should be the core of the game, because that is where true skill comes into play. Arena also encourages people to invest more time (and in Blizzard's perspective: money) into the game because Arena exposes people to new cards that they do not have. I could easily see people finding their favorite cards and trying to invest some money into the game to get them quickly (by buying packs and melting the stuff down that they don't want). Right now, Arena cannot be the highlight of the game because of the steep entry cost.
So I think that the rate of gold income should increase (maybe 20 to 30 gold for each five wins), drop rates on packs should decrease, and the amount of games needed to win in Arena to get a free Arena pass should increase to like 8. Maybe crafting costs should increase as well.
You could say arena is more luck based than constructed because you are given random cards. I don't think it's any more skill based than constructed nor is constructed more skill based than arena.
I completely disagree. Arena requires you to know how to build a deck based on the previous cards chosen and the hero you picked. It requires you to know how to play many different styles of play. Constructed can easily end up as a pay to win match.

The game is fairly heavily luck based IMO, just due to the sheer fact that starting second is superior. Even then I'm still up to 825 gold now since luck can only take people so far in arena.
I've gone 9 wins with what I'd call a pretty mediocre deck just because most people currently playing Arena are probably new to card games. I'd guess over time the amount of skill in arena will rise, which will make luck become a larger factor than it is right now.

Moreover, everyone is subjected to this playstyle, so you will see a lot less absolute domination (outside of matches between people where one side is bad and the other very experienced). Ultimately skill with building and using decks effectively will be more of a factor in Arena.
Long story short, they should promote Arena play as the primary playstyle.
Of course. Even when the game is released, they will try to promote as much buying as possible (If they do it correctly, they will do it subtly to avoid as much bitching as possible). In fact, I wouldn't be surprised if they expect most people to buy 40 packs off the bat for 60 bucks. There is no such thing as a free lunch.
It could also just be the fact that if they chose a number, say 5 gold, and sometime during beta decided that 5 gold is too much and decrease it, there would be a lot of people wanting some kind of compensation for the lost gold / extra payments for arena since they had so little gold.
