One of my biggest issues is the players that stall for no reason. Usually when they have played and obviously have no plays or when they stall for the whole clock and then play just before the timer runs out. I used to see it on Handpick Warlocks. Is this some sort of strategy or just the new way of saying "good game?"
I had a few game where my opponent empties his hand, uses his hero power, attacks with all his minions, and let it rope. Blizzard should really do something about this kind of bullcrap.
Sometimes people are doing things IRL and don't return to the game in time for their turn. They likely are multitasking and aren't fully invested in the game.
Some people need time to make their calls. I use my turn and sometimes the rope burns, but it's from me being a dick. When I'm playing I ma focused on the game and not surfing the net or watching TV.
I have the game error on me where I could not push the end turn button.
But if it happens all the time after every turn just rope burn them until they quit. People who rope burn are wanting you quit because that is how they win their games.

That's a very good reason for them to stall the game. That's why in MMORPG like WoW you are allowed to go water your plants in the middle of the game with no consequences.

This is a common response... but how does that explains someone using all of their mana (in like the first 20 seconds) and then rope burning the rest of the turn EVERY turn? This is the only thing that pisses me off in the game, don't care about spamming emotes or any of that but can you even report people who do this? cause i have now had it happen in arena (for the full game) 3 times in the last few weeks.
I think the minute-and-a-half turns are a good compromise between not allowing your opponent to abuse the timer and still allowing enough time for turns that require more complicated decision-making.
Sure, it's annoying when your opponent makes a 10-second play and then wastes the remaining time, but it feels longer than it is.
The problem with a chess-like clock is that some decks can be played much faster than others due to less decision making, allowing those decks to have a natural advantage over players who like to play more slowly and carefully.
I try to be understanding, because sometimes things happen; but if you're that busy, why not wait to play until you can focus. But you can tell when they're doing it, cause I'll usually stall and rope them out on the next play; then all of a sudden, they're playing in good time.

You can make it 5 minutes for first 10 turns + 45 seconds on clock for every turn after that.
So that control vs control can have more time.
Your point that aggro would have advantage don't stand, simply because currently is same situation. Aggro have 90s for easy move and control have 90s for more complex move. That part stays same.
They should add clock as in a chess. You have 10 minutes and spend them as you want.
Whilst I personally haven't seen more than a tiny number of obviously deliberate slow-rollers, I'm really not sure you want to give people the tools to make their last turn take 5-8 minutes when you're obviously about to win..

There are a few different reasons why this will happen.
Technical difficulties
Legitimately thinking through different options
Giving you a chance to concede (this is most common if the behavior only starts once your opponent has lethal on the table).
Being AFK or Playing distracted (which I personally consider discourteous, but it does happen)
Taking "revenge" - some folks will slow roll whenever they think that they have been the recipient of bad manners and/or that your deck is somehow unfair or 'cheap.' (I consider this even worse then #4 because it involves intentional BM).
Making a nuisance in the hopes of getting frustration (or network disconnect) victories. (I consider this the worst of the reasons because it is an attempt to win off of bad manners)
Say you are laddering for legend, and you noticed that your opponent gets disconnected quite frequently (missing one turn and then coming back the next turn for a few times), would you purposely rope your turn in hopes that his internet will act up and disconnect him for good and thus, giving you the win?
Strictly speaking the 90s is allocated to each player and top players will optimize its usage to calculate the best move in order to win. Is it 100% wrong for a player to purposely rope every turn in hopes that his opponent gets disconnected or feels frustrated and leaves the game?
Considering that the game is now out on tablets, it means that a portion of the players are playing on the go and only have a few minutes before they have to end the game to start work/school, is it wrong to rope them every turn so that they will concede due to lack of time to play?
It happens, baby wakes up, I have to go prepare a bottle, will take me a few minutes. I'll just do all my moves and leave the end turn unpressed. If I miss my next turn as well, and the situation is unrecoverable, oh well, loss due to baby, it happens. Othertimes I'm done before it's my turn again.

Yeah that could be a problem. Same thing is if you play chess online, but it happen really, really rare.
I think that people wait for rope end more to mess with your mind, to make you play faster.
I don't understand people that justify themselves with "Oh sorry my baby needs milk"
Dad: "Look son. You are already 3 months old now. If you are hungry, tell me before the goddamn match. I don't wanna leave my opponent waiting for you to get your damn food. I know you want to live and all but seriously... Give me a break for once! Oh and don't give me that "I woke up at night unpredictably"-shenanigans. I totally don't believe you and will let you keep on screaming."
Some players who are on the losing end are clearly hoping you would concede.
I just had a game against a Pally where I had lethal next turn. He reduced me to four health after attacking with all his minions, and was left with five mana and one card in hand. He said "Well Played" and then repeatedly hovered his card then put it back again, as if he had lethal. I wasn't buying it of course, since I was keeping track of his hand and knew that that card was just a spare part. This stupid charade went on until the rope almost finished burning, at which point he conceded.
If they are doing multiple things at one time and do not return to the game in time for the rope, that is hardly 'multitasking'... more like 'retardation'.

You do realize that there is a concede button? You don't HAVE to keep your opponent waiting while you are doing chores.
If I realize I have to do some stuff around the house in the middle of a match I will just concede, no reason to waste another persons time.
