That's not a reason against doing a PTR. Hearthstone isn't a product where a player has to pay the entire up-front cost to play. There's the pre-order bundles, but doing PTR and extensive bug and balance testing could lead to *more* sales.
To be sure, they're only in it for the money. But could they make more money with a better product? Maybe.
No sarcasm here. I prefer having a FTP game and the current situation is getting me a ton of resources. I mean just look at the most recent nerf. I'm going to collect 880 dust from the 3 common cards that just got nerfed as well as a 1600 dust refund for the warrior quest that I crafted to play the latest broke ass deck (I already received a full dust refund on the one I opened a year ago when they nerfed it the first time around...after buffing it, lol).
PTR and betas cost money. And this game is already way too expensive as it is.

Most likely 3-5 people (minus artists) run a shitload of iterations in a simulation and after the simulation results seem fine to them, they release their milking cow after they had a couple of meetings with the psychology and marketing staff.
So YOU can happily spend your money and defend that multi billion company against people who know the truth.
We ALL know, even IF they had public beta tests, they will still release THEIR milking machine while they ignore the major public input. Proof: pirate warrior, mechmage, mechpaladin, questhunter.
But its VERY VERY VERY important to nerf the futile priest, so you think your opinion matters.
Most companies care, and this is indeed their success and the reason why they are able to keep their competitive advantages. Blizz doesn't care and this is another topic. Blizz seems to love the suicide. It is going pretty bad and it is not listening to its customers. Blizz has also a reputation underground and it seems that they don't care. I don't know what they are doing. Anyway, years ago this was not Blizz.
I have another company in mind that was acting like Blizz, Bethesda (do you remember all the mess they did with Fallout 76?). By the way, this is another company purchased by Microsoft. Microsoft purchased indeed both, Bethesda and Activision and Blizzard, this is the result of losing the attachment with customers.
To avoid all this mess we are dealing with, both in Wild and Standard.
