To be sure you don't "waste" your gold, only buy one at a time, as Ethan said there's a guaranteed legendary in the first 10, but you don't have to buy 10. So start buying one of each expansion untill you find the legendary, then you stop buying for that expansion. Then you can either buy the newest one or Forged in the Barrens, both have very good cards

There are no more classic card packs like we used to have them. The Core set contains classic cards and you are free to use them until Blizz changes the Core set next rotation.
Cards available for the Standard mode are from the Core set (free, changes once a year) and the latest 2 years of expansions.
So if you are looking for using cards for the longest period, the last two expansions will be the best (available for another 1.5 years).

The game no longer has Classic Packs - instead, a Core Set will be given out for free each year for all players. The only packs you can buy for Standard are the expansion packs as well as generic Standard packs which include cards from all current expansions in Standard. As others have pointed out, you are best off purchasing individual packs from each expansion until you open a pack with a Legendary since you are guaranteed a Legendary within the first ten packs you open from each set. Legendary cards are pretty expensive to craft, so getting all your guaranteed Legendaries as soon as possible is the best way to give your collection a bit of a boost - you'll likely end up playing one or two decks based on the Legendaries you open.

You're getting 4 legendaries from the expansions and 2 free from the pass, you're more likely gonna find one that is "viable" (that depends on your taste) and then you can think of keeping all, or dust to get a solid deck out. Most people will say to not dust, and I agree, but I also don't like half-assed or "budget" decks (the ones who are very underperforming) so that's on you

The "Core" set is free, and rotates every year.
Get each class to level 10 to earn their Core cards
Earn all neutral Core cards once your various class levels add up to 60
After you've done this once, you've done it forever, because your class levels never decrease - you'll have the full Core set each rotation
Each year, three expansions are introduced. They remain in Standard until the first expansion is released two calendar years later. Then they rotate out of Standard and are only usable in Wild.
Here's the sequence:
2019 April: Expansion 1, 2017 expansions rotate to Wild
2019 August: Expansion 2
2019 December: Expansion 3
2020 April: Expansion 1, 2018 expansions rotate to Wild
2020 August: Expansion 2
2020 November: Expansion 3
2021 March: Expansion 1, 2019 expansions rotate to Wild
2021 August: Expansion 2
2021 (Nov/Dec): Expansion 3

You're not going to get ALL the legendary cards from each expansion - just one. Most people would argue that the more legendaries, the better, especially for F2P, so being guaranteed one just by opening a maximum of 10 packs of each expansion is a pretty good deal. If you're worried about rotation, you can stick to the most recent expansions, Forged in the Barrens and United in Stormwind. Another great investment is the Wailing Caverns miniset, which will grant you 4 legendaries, 1 epic (x2), 14 rares (x2), and 16 commons (x2) (66 cards in total) for 2000 gold.
As others have stated, Classic pack are no more - or rather, they are exclusively for the "classic" game mode - and the core set is free, so you really only have to buy expansion packs.
