Not defending these people by any means but, u can't report a player because he/she is using all their time on the rope! being a douche(I rarely encounter this types) or not, thinking or BMing its their choice, not yours. Hearthstone like other card games is a game that requires patience, If u dont have, then u r playing the wrong game. Sometimes a match can be done quickly, others not.
You are lucky. The roping is a plague right now. Someone throws up one secret then sits there the rest of the turn. Roping is well known problem right now, this is not 2016. You are missing some factors in your analysis.
It's a little silly to report people for playing the game within the parameters Blizzard set for them. Emotes are there to be used, they have a timer to prevent excessive spam, and you have a squelch button. The rope is their alloted time on their turn to do with as they please. If they want to spend them to think that's fine, if they want to spend them to just stare at the screen blank-eyed that's also fine. Do I get upset at ropers myself? Yes, for sure, they're annoying and inconsiderate, but they're not breaking any rules. I wish the game had some sort of time banking to prevent people from roping every turn (like you start off with 120 seconds in your time bank that you can use whenever and you gain 30 seconds more every turn or whatever, those specific numbers just as examples), but reporting people for abusing the system that exists is akin to reporting people for abusing a card that's going to get a nerf.
Also, my own recommendation, just to deal with this BS better: Just open up YouTube and put on a video or something while their turn goes by, that way the game doesn't feel like it lasts forever. If you're feeling lucky, rope a couple of your own turns. More ropers than you'd think start playing normally once you show you're willing to do the same thing to them they're doing to you.
Instead Blizzard should reduce the turn timer since 2min is way too long anyway or maybe make a ranked mode with reduced turn timer.

It isn't the only game at all, you've completely made that up. First, BM is extremely subjective and I'll assume you just mean general bad sportsmanship. This happens in tons of competitive games, including real life sports.
I really don't know where you got the idea that this is unique to hearthstone. In live fifa tournaments with large cash prizes for winners there have been people 'BMing' by holding the ball with their defenders.

What game has zero tolerance for BM? I'm familiar with every game that has any money in its esports scene, and there's literally no game I know of that bans for the "offenses" you describe here. Shooters don't ban for teabagging. Starcraft doesn't ban for sprays and dances (the closest analog to emotes the game has). League of Legends bans for nothing short of Holocaust denial. So . . . are you just dreaming of a world that bolsters your point, or is there an example to be had here?
As for roping, I had a wonderful childhood, and I will occasionally take the full allotment of time for any number of reasons, up to and including because I'm watching something more interesting on TV or Youtube. Where are you in the numerous threads where people take great pride in telling us how they rope this opponent or that because they don't like the opponent's deck choice? Regardless, you'll never get someone banned for taking the allotted time for a turn. Complain all you like.
