Every now and then we had the pleasure of witnessing some NA Top Legends venturing onto our servers (EU), needless to say their performance is mostly more than disappointing as they get stomped by the bottom of our ladder, which makes me question just how good is NA is as a whole.
I didn't have a chance to take on NA's Ladder due to collection limitations, so I have a couple of questions for those who're lucky enough to be able to compete in both servers.
Now my main question is, is EU really on a higher quality of play than NA?
Have any of you had the opportunity to competitively challenge both ladders at all?
Is the metagame different on those 2 servers?

I don't think it's simple as which region is more intelligent, it depends a lot on the number of players, dedication, decks being played and quality of card collections.
I just want to say, that a screenshot of a streamer losing at a low rank doesn't establish any sort of large trend. Hearthstone is designed in such a way that the luck differential can swing wildly from match to match, so that new players don't lose 100% of the time to more skilled players.

NA prefers aggro decks, EU is more Controlish/Combo/Midrange, making the grind of ladder way harder.
I climb rank 10 easily on first day of season on NA with F2P deck, because I'm having hard time during those first days on EU with full decks habitually making me rank 5 without problems.
So yes, for me EU is better than NA. Not because players are worse, just because match-ups are more predictibles
From my experience EU has a very diverse meta right now, it's very hard to tech against anything as the match-ups really though to guess.
Firstly, your bias for asking such an open-ended question is not conducive to real conversation. The few, anecdotal examples you have are, just that. I am not here to proffer judgement on the actual matter because i, like many do not have the personal experiences necessary. Though as a competitive legend player on the NA server and from my interests in streams I suggest you might pop in on some players with great multi-server success: Lifecoach, justsaiyan, StrifeCro, Dog, Firebat, Zalae (all of these with the exception of strife are great at responding to chat btw) and others who if you recognize on ladder and strike the right way may add you and answer such as muzzy, Ishaan, neo. There was nothing else to really address, as you said, you don't have experience on both servers and I agree that there are good inter-server players, I never denied that in the first place.
There is no way to get a correct answer for your question. I would be curious as well, but the only thing we can conclude is that the meta is a bit different.
The hardest time on NA is the evening, after work. The easiest time is during working hours (when only kids and mobile players are on). When EU players play on their server in the evening they can jump on to NA during the working hours and go against the easiest of NA competition. As an NA player the two times are maybe a variation of 5 ranks in skill level. Typically my win rate is 10%-15% higher in the day.
I think EU has double the amount of legends on their server compared to NA, so I would suspect the population is double. If that's the case, than EU probably is harder. I don't think its by much though, because many in EU and NA speak English the communities are very intertwined. Things will trend in the same way in both regions, whereas Asia and China are relatively unknown.
From my time in twitch (which I spent much time in) its very apparent the EU community is much more passionate about their region being the best. NA players don't really have that solidarity.
So in addition to the higher population, getting to play against daytime players, and more promotion for EU, its an unwinnable argument that NA is stronger. In the end, its impossible to know since the few thousand people that play enough on both servers have biases toward their own regions.
I wonder how many people who voted in the poll actually play competitively (reach legend) in both regions. I am guessing no one. I understand that hearthstone "pros" and "streamers" do, because that is their job. But the average player doesn't have the desire, card collection, and most importantly free time to reach legend in both regions month after month and thus make any sort of informed decision. I would imagine the poll results are a reflection of the regional bias commonly seen in twitch chat spam (i.e. NA>EU, EU>NA). Essentially it means nothing. Furthermore, trying make judgements based on streamer seems foolish. Many streamers dick around playing fun decks in their secondary region. Also, when streamers reach legend they usually play goofy decks because grinding the ladder means nothing until a couple of days before the season ends.
The only poll results I would take seriously are those who consistently get high legend in both NA and EU. Also the poll in general is a bit vague. EU stronger than NA? The title itself shows inherent bias and most likely the OP is experiencing confirmation bias. Also how do you define stronger? Overall win percentage, average number of obvious misplays per game, etc.
EU server is just being carried by the German playerbase's efficiency and high productivity on the ladder. Their quick rise to legend every season serves to provide Portuguese and Greek f2pers with an easier road to legend.
na is too preoccupied with extreme aggro players and extreme control players bickering amongst themselves to be taken seriously.

I don't know, I don't see NA making a lot of play mistakes, and the meta seems quite diverse right now.
