I haven't posted here before, but I've looked around at decks and built a few from the site. I've also built a lot of my own. Problem is, I lose all the time.
Before this month, I could easily get to rank 16 or 17, but this month I can't win more than 1 game in a row. Honestly, I've been stuck on rank 20 trying a variety of decks. I know, I've only been playing for a couple of months and my strategy needs a lot of help. But, I'd like to be able to know I have a viable deck to win with, at least 30% of the time, hopefully more.
You read that right. I'd be happy with a 30% win rate. That's how badly I've been playing lately.
So, I don't want to get into strategy here. I'm watching Youtube for some ideas. But, can anyone take a look at my collection, and give me some ideas on something that will give me a good foundation to go on?

The most important thing is that you enjoy the kind of deck; it's not good to play control warrior for example if you hate it.
I suggest something like a midrange hunter; it's fun (in my opinion), can be very good with cheap cards (can work without any epics) and the games are rather quick. Climbing is slow if your average game needs 20-30 minutes and you hardly win 50% of them.
edit: try to get to rank 15 to get the better reward chest in the end of the month (one golden rare card). Don't worry about losing once you hit Rank 15, you can't lose the reward and you can't drop from 15 to 16 anyways. They will change the "dropping at the end of the month" system next month, that might help you getting to rank 15 more easily.

I agree, something is totally wrong! I want to learn a deck, but I feel like if I create a stupid one, then no matter how much I learn I just can't compete.
I have some good cards, but I'm not sure how to put them all together!
Anyways, the usual thing to do for new players is to create an aggro (fast) deck. Usually Hunters have a lot of good basics, commons and rares to do the trick. I'd start by finding a good deck there. If that's not for your taste, go to the deck-list of this site (https://www.hearthpwn.com/decks) and search for keywords like F2P, Cheap, Budget, and you should be able to find decks within a 1000-3000 dust range.
Another trick is to play Arena. It learns you about deck drafting, and how to potentially play against decks (cards) you don't know. It'll also give you a good collection, especially when you can gain more than 50 gold+ per run. When you reach that 7 win, you're guaranteed 150gold (=free pack). I've never spend money on cards (only on the hero Khadgar), and I have a buttloads of cards and 50.000 dust in the bank - all thanks to Arena. It really is a great way to add cards to your collection... that is when you get the hang of it ;)

It is important to stick to one deck and get proficient with it. Switching between decks is often a sign of being tilted and that's going to make things worse. Try a fairly inexpensive but solid deck and work towards improving your play with that deck. Dude paladin comes to mind as a fun deck that doesn't have massive numbers of epic / legendary cards.
Recording your games so you can review them makes a big difference. Post some here for some constructive feedback, as well.

I actually do really like playing Paladin, but I'm not sure I have many good cards for that. Rogue probably has my best cards, but every time I think I'm going to win I lose at the last minute.
Warlocks are super fun, but I feel like they're hard to get right for a beginner.
I would agree building mid range hunter is the cheapest way to success. Often overlooked or looked down by many but it is performing historical well on ladder in most meta's. You only need to craft a couple of rare's and some commons. I see a couple of tier 1- 2 decks you could work towards to but with a new year rotation in April i won't recommend craft these epics and legendary cards. I think your current collection is really good but will even be allot better when the expansions of the year of kraken rotate out. I think your standard experience will be allot better starting early/mid April. Gl anyway.
This is just a prototype that I put together while thinking a little bit about your collection. You can swap any cards you want, but you should try to have a nice curve (the highest card costs 6 mana in it). The ooze is to annoy those warlocks out there ;)
The best time to play Scavenging Hyena is right before you trade (and lose) some beasts, so it can grow a little. 2 health is very easy to remove. Unleash the Hounds is a nice combo with hyena if the enemy got a few minions.

Edit: 3/3 and daily quest with mage finished :) Games are a bit slower so you'll probably spend more time to gain ranks. But the winrate should be ok.
You could also try using Nesting Roc if you face too much aggro. Just remember that he needs a few minions on the board for the taunt. (priests will hate it since it got 4 attack: shadow word: pain and death can't handle 4 attack minions)

after seeing your cards:
you would need 2 Savannah Highmane for a midrange hunter. Alleycat would be great, too. You could run a version with Tundra Rhino and Scavenging Hyena for example. Maybe also Infested Wolf
Warlock would also be an option if you would craft 2 voidlords and the Hero legendary, but it would be much more expensive.
You got most of the basic aggro druid cards, too (exept for 1 Living Mana at least).
