It was definitely a lot of fun submitting a first attempt. Jace the Mind Sculptor has definitely been a very influential and nuisance kind of card in the Magic the Gathering field since it's creation years ago. If you spend 0 through 4 mana you receive this hero power.
If you spend 5 to 9 mana you gain this hero power.
And finally... if you spend 10 mana... you gain THIS hero power.

Since you're a newcomer, you probably aren't aware of this, but there's an unofficial rule that card text on a Hearthstone card CANNOT exceed 4 lines. There is no official Hearthstone card that has more than 4 lines of word text. This rule exists to encourage simplicity within cards and to make sure that the card isn't too lengthy in other languages. The more words there are on a card, the smaller the individual words are, and the harder it is to read them, especially on mobile devices. This card has over 4 lines of text, so it's not a plausible Hearthstone card. The card text can be simplified anyways ("Battlecry: Spend all your mana. Your Hero Power is based on the amount of Mana you've spent.")
Another thing that's important is class identity. Class identity defines the weaknesses, strengths, and class-specific mechanics within a class. This exists to support flavour and to make every class feel different mechanically. Hence why Rogue receives bad healing and AoE but excellent hard removal and tempo-gaining cards. For example, only Priest class cards can steal enemy minions. The 10 mana Hero Power obviously breaks that class identity.
I was completely unaware of any unofficial rules regarding Hearthstone but I appreciate you informing me of it. In regards to class identity... I totally understand. I've been playing Hearthstone for quite a long time. I'm just a first time creator. LOL.

I'm not sure you needed to say it twice. Newcomers are newcomers, and many of them are going to be 1-time competitors— can't really force the 'style' rule on them.

As far as I am aware, the "four lines" thing is not an actual rule that has ever been enforced. Cards have made it to the finals with 5 lines of text, although none have ever won. The real issue with using 5 lines of text is that its a huge eyesore and the aesthetics of the cards count for a lot of people. (Proper punctuation, capitalization, and even taking the time to make sure the lines are evenly spaced out can buy some extra votes). If your text goes to the fifth line, it is generally a sign that your card can use some editing because there is likely a simpler way to phrase it. If you are confidant that your card absolutely can't be shortened to 4 lines or less then the effect is likely too complicated.
So if you want to use the 5th line, go for it. It won't be disqualified or anything. But remember that aesthetics matter. Making sure the text is simple and pleasing to the eye is no less important than making sure to pick a good piece of art to go with the card.

Or how veteran Hearthstone players mulligan expensive cards instead of cheap ones. Or how good Warlock players Life Tap before playing cards. It's not illegal to do something else, but it's better if you did it.
