So this is obviously for a control-ly deck that uses the hero power many times before unleashing 3 mighty blows.
It does seem weak, but I suppose Blizzard probably knows what they're doing in this case, since it's so similar to the Hero Power Rogue had in Beta (which turned out to be overpowered).
So this requires 10 mana to be equal to the damage of Assassin's Blade and takes a minimum of 3 turns to get there. It's obviously terrible as it is and there is no reason to give this a second glance.
But all of the other hero power related cards have looked very underwhelming as well. That makes me think that there will be some very strong standalone cards that buff or interact with your hero power to make all this sub-par synergy worthwhile.

Why does that matter? Oil didn't suit the Rogue decks that existed before GvG either.

Ah, the early days of hearthstone, when people would OTK with the rogue's hero power.
Perhaps a crazy experimenter (like myself) will use cards like Nerub'ar Weblord and Mana Wraith to slow the oncoming tides of Harrison and Ooze.
Also, snowball pirates.

They do that just to allow rogues the repeated use of hero-power? I hope not.
Might as well change the rogue hero power to :"If you have a weapon, that weapon gains +1 attack; otherwise, equip a 1/2 dagger".

Or if any hero gets thought steal from the Nexus champion, then thought steals it?

Nexus champion only give you spells, not weapons
so for 4 mana it does what rogue hero power should be doing anyway.
