Pagle is too RnG for me compared to Leeroy. I've went 3-4 turns with no card get before he finally gets put down. I usually use him as a decoy mostly to try and fish (pun intended) out a removal from the person early.
leeroy is just straight damage to the face at the best. Turn 6, 12 Damage with Shadowstep for a Rogue. Even without a Rogue you can Panda him turn 10 for 12 damage. He's just an awesome card for 4 mana. if a game goes late usually the opponent is trying to keep the board clear so 6 immediate damage is great and has swung many games for me.
out of the two it isn't even close. Pagle is fine and a fun play turn 1 coin, but he doesn't guarantee you anything and so you can plan around him. If you have Leeroy you can plan around him to get the opponent in position for a finisherl
Pagle is more situational while Leeroy can fit in almost any deck.
how is he situational? lol
You have many other card draw cards that can do his job even better depending on the deck you're running (example, if you run UtH hunter a Cult master/buzzard will do way better than Pagle).
While there's not a single charger that can do Leeroy's job better for that cost.

The fact that there are class alternatives doesn't make the card situational, does it?
Leeroy Jenkins!!! all the way. Nat Pagle is a fun card and might be useful in a Warlock Control deck but Leeroy can be useful in almost any deck. He is a low mana cost, game-ender or hard removal card that can make some amazing combos work due to his value. some examples:

I agree that Leeroy tends to be used in more decks. I have become a big fan of pagle, especially if you play any form of early control deck or play mage, druid or rogue where your hero power can remove early 1 health minions. I have had many games where pagle lasted a long time with my control decks.
I strongly disagree that Pagle is situational, there is no situation in which more card draw is ever a bad thing.
That being said, Leeroy will have more effect on the game than Nat, and is a closer which a lot of decks lack. I think go Leeroy, he's way more fun to play with - and put Pagle on the backburner till you can craft a 2nd legendary.

should ı craft pagle or leeroy ı play control mostly but ı have rouge and to the face hunter deck ?
I'd say go for Leeroy for those classes.
Personally i think Leeroy is more capable of making imore nteresting and fun plays, when compared to pagle sittin n' fishin.
5 mana 10 dmg warlock/rogue or 10 mana 20 dmg with faceless for example.
This is one of those one shots i like, the ones you have to work around, and not just shield up/freeze board
Mind you, I could sit and fish all day!
