Despite the obvious downsides (no real value if it gets quickly shut down) I'm eager to try it myself in some of my decks.
I think it can work nicely in Druid combo, any token or Shaman Bloodlust decks (though it is more of a theorycraft try then a real laddering approach) or even in defensive control (hello "wallet warriors"!) and freeze mage decks.
So what do you think, is it worth 1600 dusts?
(btw I already own most of the "mandatory" legendaries, but I have only a few dust and want to try something "new" with cards that are used very rarely, such as cards like Hogger or King Krush)

It doesn't see much use in competitive play, so how long do you think you would enjoy tinkering with it before it goes back on the shelf? And how much will you enjoy knowing your collection is a that much more complete?
Do those estimated satisfaction levels equal or exceed 1600 dust in value?
Crafting ANY legendary will increase your collection by the same amount, so the deciding factor should be, do you want to tinker with Hogger more than any other legendary you don't have?

Skibskub said it pretty nicely but the best advice i could give is just hope to get em in one of the expert packs. I've been using extra gold to buy those and just getting gvg packs from the arena.
Nope. I've owned him since almost day 1 and he was OK in the very beginning but entirely worthless now. You'd be better off running an Azure Drake, it dies the same and effectively has taunt since no one leaves it on the board and I'd rather have the card than the 2/2. With the current meta and so many cheap 2 attack minions it will probably go 2:1 but just barely. So many better options, even if just for fun.
a moar apt subject line would have been "hogger worth dischanting?" There are lot of better cards for 6 drop slot than hogger, instant disenchant if anyone gets it randomly from packs.

He was ok before GVG and a bit less ok now. Dies to bomb lobbed and flame cannon. There are better 6 drops around now.

I have a golden hogger, and I can tell you he's awful. I never use him in any decks. Trust me, I tried.

long answer: hogger is not worth crafting.
