I think this card is kind of awkward, since an improved hero power isn't that great after turn 2.
However, if we reduce the cost it suddenly becomes a great card to play on turn 1.
You play it and then follow with your new hero power. This would make a more aggresive paladin possible, and it would also stabilize the early game of control decks.
This change makes a Highroll card even more random. The winrate between playing this card on 1 into upgraded Hero Power on 2 would be too absurd in comparison to the current version. At 1 mana, this would be all you Mulligan for, just like the buffed Libram 1-Drop in Libram Paladin. Except you're guaranteed the Hero Power the following turn whereas you're not guaranteed a Buff card in Libram Paladin.
There are many other ways to make Highlander Paladin consistent and powerful, such as giving access to more control tools or even stronger Midrange tools. Making a good card even better isn't the way I'm afraid.

This make better for murlock paladin too, 1/3 for 1 mana do nothing is far better than 2/3 for 2 manas do nothing.
That said only highlander hunter will survive the Alex nerf, if this buff happens will be too late.
The mainly win condition that has highlander paladin was alex, so I don't think that the archetype works even with the buff.

No, the card is too good for 1 mana.
Thanks for the comments. I had that idea for a long time and wanted to know others opinions. Let's hope Scholomance Academy makes paladin great again.
