If you look at him as a 5 turn play, you may believe it's worse than Warlord or even a Bolderfist Ogre. Thing is: it can potentially be way stronger than both. You don't need to outright have Bolvar in your open hand for it to be a 7+/7 threat at turn 7~8. Being a relatively cheap legendary at 5 cost while not being a 5 turn play makes it a potential piece of combo.
Paladin can give it Divine Shield consistently at turn 7, and may give Stealth with the Spare Parts even earlier (not that we want to rush with this card anyway). As a 7 turn play you can use Equality to clean Midrange/Aggro boards with your Silver Hand Recruits and tokens from Muster for Battle, and pass the turn with an 10+ attack Bolvar as the only dude on board.
Cards such as Warlord and Ogre can be stronger turn 5~6 plays (and God knows how bad they are), but that's the furthest they can go.
What? You said, that you don't need to mulligan for him, to have it be a 7/7 on T7. Then it's as good (or bad) as War Golem, but it's a silenceable legendary. Boulderfist costs one more mana, but is solid, can be played in late game and is a better threat in general. To make it that big without having him on your starting hand and to drop him before you go fatigue, you'll have to draw him on T1 or T2. In addition it doesn't help you with any problems you have, so you literally waste your draw.
10+ attack is a dream, yet he needs to stay in your hand at least 5 turns (assuming you drop a minion every round + hero power). But then, it gets hexed, silenced or you're just dead at that point.
It doesn't help the early game, and while you mulligan for it, you won't get coghammer/Muster for battle/Scarlet Purifier in your starting hand, which are the cards you'll need the most. What is that card good for? And even more important: What would you kick out for him?
Hey man, slow down ! First of all, I said you don't need to mulligan for him to have a 7+ (emphasis on the plus signal)/7 on T7 - with mana spared for some nice synergies. With some decent build (not that it's a card which needs a deck to be made around him anyway) you could achieve a huge Bolvar at T7~8 with open mana for a sweeper combo, or to simply increase the chances of it to connect on the next turn.
Cleaning the board works as both synergy and assurance for him to stay on board, while some Divine Shield effect could protect him from any eventual survivor opposing minion, damage spell and weapon classes. We may still get some neutral source of Stealth more reliable than a RNG Spare Part, but give it Divine Shield (although less effective) is very easy for Pally to accomplish.
This is something you will never achieve with Ogre, Golem or Warlod, because:
1) They don't have the potential of getting as big as Bolvar. Ogre and Golem are vanilla (which actually is the only advantage over him at the same time, whatever). Warlord needs much more effort for a limited buff of 6, people which tries to compare both cards are delusional since having 6 creatures at the moment you cast Warlord is far more difficult than actually having 6 minions diyng throughout the game with a Bolvar in hand, and this number can go way higher unlike the the max 6 buff from the neutral. While Warlord is indeed a win-more card (if he gets a huge boost it's because you already has overwhelming board presence anyway), Bolvar can be a measure for countering sweepers and bad trades.
2) The two vanilla may be more consistent, but as I said before their mana cost is prohibitive if you want to achieve some midgame synergies - all of this assuming you're only getting a 6/7~7/7 Bolvar on T6~7, but actually the chances are you'll get a bigger threat with far more options to combo than those two.
Having said this, it's true that Bolvar is particularly weak against Silence effects, but many lists run early game threats that may bait some of this such as Undertaker, Nerubian Egg. On midgame there are Sludge Belcher and 6 drop legendaries (Sylvanas, Cairne) which can force your opponent to spend his hard removal/silence, followed by a turn 7 Bolvar + Argent Protector or turn 8 Bolvar + Coghammer where things can get very favorable.
I'm very convinced that although not a 5 star legendary, it'll see much more play than Velen, Krush .. maybe even Cleef or Antonidas.

Okay, so if Silence doesn't matter, what about Oasis Snapjaw or Mogu'shan Warden? Both cost mana less and have the same amount of health, with the turtle having even 2 attack.

Nope because those cards cost 1-3 mana and are meant entirely for early game. Ever top-decked one late game? Ya, it's a dead turn. If you are talking about the larger deathrattle like sylvanas, well, even if they silence it, it's still a 5/5 to deal with which is definitely a threat. On the other hand, I would literally just leave the 1/7 on board. Wouldn't even bothering removing it. At the 5 mana slot, you need to be playing things that have great impact. It's not awful if you play this as even a 4/7 on that turn although imo belcher is still better. Loatheb is way better if you aren't being threatened by lethal.

You even went as far as to say that in your "topdeck" situation you have 4 dudes on board you can sacrafice to give your 1/7 +4 attack, but that is so incredibly situational and rare. If you have 4 dudes on the board and no cards in hand, you either overextended or are racing, and in neither of those situations does this card help. Fact.
