If you really want to play him, replacing an Azure Drake with him isn't that bad, but it's probably better off without him. Having a card in your hand that you don't want to play (as you wait for it to get stronger) is very difficult to justify when he can be removed (or silenced) by a single card after play him. I wish he gave you a Silver Hand Recruit for every minion that was destroyed instead (with more evenly distributed stats), but it would be difficult to balance.
I suspect he'll be worse than usual next month because everyone's going to be running silence while we're still trying to figure out the new cards (although I suppose the opposite could happen - with everyone silencing the new cards they wont hold onto any for Bolvar).
Fun fact: Bolvar and Tirion fordring have the same stats. No really!
Bolvar is a 1/7.
Tirion is a 6/6 but has taunt, so he would be a 6/7 without taunt. Now: Tirion is carrying Ashbringer, which had 5 attack, wouldnt he have that weapon then he would be at 6-5 = 1 attack. So he would be a 1/7 aswell.

My only experience with him is when he's summoned by Sneed's Old Sheredder.
Yeah, I can relate to having this guy silenced. a 1/7 is laughably useless in most situations.
