Silly scenario aside, this is clearly meant for the control mirror matches.As such, it seems kind off niche. Probably won't see much play since aggro always seems to be rampant across most ranks. Control metas are rare these days.

i feel like this card will see a lot of play at tournaments as a tech card if there happens to be a lot of control/heavy hand decks at that current time in the meta. until then, i dont see it played except for in hand control decks. though i do find it funny the idea that an 8/8 could be brought out for 2 manaif your opponent is at 10 cards, though you need your opponent to atleast have 2 cards in their hand for this to be playable.
I hate that all these giants are epics, i'd love to play with them but they're so expensive for a card that will not get used as much as other epics.
I think neutral epics are really fairly costed. They're all super niche, either only good in specific builds or only against specific builds. They reward players who've invested a lot of time or money by allowing them to tech and optimize their decks or enabling specific new decktypes, but players who don't have them mostly aren't missing out too much because of how specific they are (almost all the neutral cards most decks would want are big shiny legendaries or relatively cheap cards).
As for this card, I'm not too sure. If it makes mill decks viable, that could be amusing, or frustrating. As for messing with Handlock, I feel like I'd rather have BGH (why beat a giant with another giant when you can just shoot it down and get a 4/2 on top?), and having both is just excessive. Admittedly, if a control-heavy metagame with few BGH targets emerges, this would probably be better tech. It seems quite niche, but we'll see what people come up with.

This is going to be a fun card to see decks get built around it. Basically it counters greed card drawing decks, miracle, Amaz Priest, Warrior, handlock. AND you can create some deck synergies with it between Coldlight, mukla, naturalize and divine favour.

Which causes your opponent to run out of cards in the deck either by drawing them, burning them, sending them to the grave, etc. While mill is not as effective in Hearthstone, because of the fatigue system and you do not instantly lose when you cannot draw, milling is still an interesting yet annoying way to win. This card simply helps the current milling method for hearthstone because the current method is just by forcing your opponent to overdraw; which also allows you to play clockwork giant for only 2 mana.
