Its a legendary, and the stats add up, but it isn't that good. 5 health, even with divine shield isn't that good for an 8 drop. The thing is honestly worse than fire elemental, as it ends the turn having 6 damage, and possibly dead. sure, synergy with rockbiter will probaly kill 2 things, but that is 9 mana. Sure its more verstile than leeroy as a finisher, but leeroy costs 4. Now what could be done to make it better?
I think all he really needs is a stat boost, maybe one more attack point and two health maybe? You'd get in at least 8 damage, and kill a couple minions on top of that since they would have to smash minions into it due to taunt (or a removal card).

Legendary doesnt mean "auto-win card", it means this card is able to gain huge value if played at the right moment. Looking at the shaman arsenal with rockbiter weapon and flametongue totem Al'Akir has one turn kill potential. Al'akir(6dmg)+2x rockbiter(12dmg)+2x flametongue from previous turn (4 dmg with totems then 8 more by abusing charge between totems) = 30dmg turn.
It is played very often in tournaments, the reason you dont see it in ranked play is people crafting neutral legendaries before this one.
Mind that expansion release will flip metagame around so any discussion about changing cards is pointless.
I main Shaman and I think Al'Akir was much better in practice than on paper. A stat boost to Al'Akir would make it too strong.
On paper, it's a 3/5 for 8 mana, absolutely abysmal stats. It does 6 damage the turn it comes in, but it's pretty much guaranteed to die the next turn. It's not horrible, but not great either. However, it turned out that you should use Al'Akir over Ragnaros in a Shaman deck. 8-10 mana is the time when Shaman tends to get burst down. Double removal + Taunt in one card on Turn 8 can easily turn the clock back on your opponent, especially when in combo with Flametongue.
I think right now Lord Jaraxxus is one of those strong cards that don't have a home. Without board control and taunt, it's not uncommon to get OTK from 15 health on Turn 9/10. Technically it comes with 3 charge damage, but it's at the cost of some of that precious 15 health. Warlocks just can't afford that tempo lost. That and the Leeroy variant of Handlock is just better, because Leeroy is a very balanced strong card.
Another one is King Krush. It's not much worse than Ragnaros in a Hunter deck, but no Hunter decks run Ragnaros to begin with. It's a good card on paper, but there are no decks for it.
Al'akir is played quite often in shaman decks that don't run doomhammer, just for the windfury+rockbitter combo.
Ysera is a card that seems amazing on paper, but personally I consider her to be a really bad card in most decks/meta-games (I know a lot of people are not going to agree with me).

I'm so glad there is prejudice against playing hunter/zoo/[insert FotM deck here]. People like that make the life so much easier for those of us who play to win.
Because 3 mana for 8 points worth of stats...sucks?

I looked at this card originally and I thought, you know, it's a card, and you play this card. The card will be that card that you play so you're playing a card. So, it is one thing to play a card. If you're opponent doesn't really have any cards, the card will screw up the card pretty hard, and that means it's a pretty good card.

Millhouse is OP NEEDS NERFZ
Make it 5/5 without shield and taunt.
An eye for an eye, leads the whole world blind.
