Rend Blackhand can't target all Legendary minions, only some.
Once again, alternate play modes like Tavern Brawl and PvE adventures screw up in some way. Sideshow Spelleater can't be used in any of the PvE adventures to use hero powers against the boss. Rend can't target actual targets. Devs continuously overlook these things (EDIT: Just want to clarify that I'm NOT saying that Devs know about these things, but that these things are overlooked in some manner) and unintentionally tamper with games, misleading players into thinking they can do things that they actually can't. Hell, Burgle actually shows the opponent if Flame Leviathan is given. "Happens with Sea Reaver too. Because of their "On draw do X" mechanic, they show up in the log, even when "drawn" via a different mechanic that doesn't trigger their effect, a la Burgle." - Arcilux (http://www.hearthpwn.com/forums/hearthstone-general/tavern-brawl/122115-can-someone-please-explain-to-me-whats-happening) It's about time something like this is fixed.
This is a very small issue, but one that should be worked on and fixed. It's frustrating that some things just don't work, while other things that are ridiculous and unusual actually do.
They should be, but if they were flagged as a legendary minion, that might screw up lists of legendary minions inside and outside of the brawl (like if Rafaam's tier 3 hero power started giving him naxx minions)
They have the legendary card border, but don't have the orange gem, so they aren't legendaries. But c'mon, Ben Brode used to say that more than 9 deck slots were confusing for players, and then they do things like this?. Blizzard, please...
So I guess spells you get from the second Rafaam fight Hero Power that you're outfitted with aren't spells, right? Or the weapon you get in your deck during the first Rafaam fight isn't a weapon, RIGHT? What's so hard to understand? I mean, you CAN equip the weapon you get, after all. Does that mean that even though I can attack with the weapon, it isn't one? Just because you can't collect and use these cards DOESN'T mean they aren't what they're labeled. It's labeled improperly, and therefore, is misleading. They ARE IN FACT Legendary minions, and so the player is mislead when receiving Rend in some fashion. As I had pointed out with Sideshow Spelleater, the player is mislead. Do NOT excuse this just because it's easier to do that than to come up with an idea that's feasible. It's lazy and does not contribute to the discussion.

I didn't notice the missing Gem. They also don't have sound files when they're played from hand either, which is rather odd.

I had seen someone make a custom card that had a battlecry that let the player discover a random non-collectible card. So imagine getting a boom bot off the drop. My reason for pointing this out is very simple. If they wanted to give cards a Legendary minion border, they could designate those cards as non-collectible to avoid granting a Sapphiron off of Sneed's Old Shredder.
Sideshow Spelleater's ability is disabled in this tavern brawl and in PvE for a reason. It ruins the spirit of the play. Take BrM's Emperor Thurrisan (sp. idrgaf) match. If you used Sideshow Spelleater, the game would be over that turn or next (hero power is deal 30 damage to opponent). Similarly, Rafaam's hero power is meant for rafaam, he shouldn't have access to kel'thuzad's
