That's actually why it's there. But yes, most seem to agree it should probably be TT3.
I believe that it is a good card and is only balanced by the fact that everyone uses it. But also due to the fact that you need more than just one card to win games. I've won without using Nightmare Amalgam

I think it is T2 so that there will be more of them to go around.
It's the kind of minion they want everyone to have access to because it smooths out the rough spots in any strat.
Because literally anyone can make use of it and everyone has a good chance of getting it, you can't call it unfair or unbalanced, even at T2.

Nightmare Amalgam should just be taken out because seeing a 50/50 with divine shield, taunt, and poisonous every game is not only annoying but makes late game very stale. Removing it will also make people build team have more unified compositions rather than just the best things they can find behind an Amalgam. Plus Curator starting with one is just overpowered, so an alternative his hero power could be pick a 1/1 beast, demon, murloc, or mech to start with.

Is Nightmare Amalgam in Battlegrounds balanced?
Shouldn't it be in a higher tier which is tier 3 or even 4 because it clearly seems too good in tier 2?

Yes need to be Tier 3 because it is actually strong on two reason
1) It can be buffed by anything
2) It have the highest base stat of all Tier 2 = even more good when golden

Move it a tier up and it will be balanced, currently it is too good for its tier.
95% of the time its not worth to get gold its better then have 2 body with poison
