I suppose Prophet Velen already does this for priest. It buffs the hero power as well damaging and healing spells without being spell damage. Its well balanced and adds to the game in a fun way so having more minions like this would probably be good.
Having a minion that augments the effect of all other buffs would be pretty cool too. Like a 4 mana 3/3 that doubled the stat increase of buff cards (Blessing of Kings becomes +8/+8 for example). My mana cost + statline shouldn't be taken seriously, I haven't given much thought about actual balance.

my first thought was the same. but after some thinking: would it actually be overpowered?
Any buff-spell needs a body on board (on top of something with the "spell power" effect) and the body actually needs to be played a turn earlier or has to have charge for the buff to have a direct impact on the game. Any spell that deals damage does not need this much preparation. (for healing effects to be effected you actually need a damaged body, which is even more unlikely to happen)
the only thing that comes to me now, that i would consider boarderline overpowered, is Malygos+Power Word: Shield-> 4/19 minion for 10 mana... which actually is not even that strong. it's still only 4 attack (but it will take forever to kill :D)
I think such a mechanic would need to be more narrowly defined. You currently seem to be proposing a mechanic that buffs all spells that have numbers on them, or all spells that buff minions, but ignores spells that don't have numbers on them. I agree with iandakar; make a new mechanic that does just the thing you want, rather than trying to convert spell damage into a blanket mechanic that would be inconsistent, vague and confusing.

i've read somewhere, that - once upon a time - it read as spell power and it got changed to spell damage to clear some confusion.
now... i would be soooo happy, if we actually had some sort of spell power to buff all spells - not only the damage spells.
Imagine a Demonheart on Doomguard buffed by Malygos (the buff effect of course) or all those priest spells suddenly heal for even more.
on top of that (i know this one would clearly be overpowered) it would be funny, if spell power also buffed mage and priest hero power :)
what do you think? could spell power actually add some more depth to the game or would it simply be overpowered? :/ i would love to see it
