If Deadeye was available outside arena, the hero power issue would be solved and control would probably be possible.
Candleshot provides what people want from an early game 'control' hero power.
The main issue is that all their card generators are expensive... and legendary, so the chances of drawing them are a bit low. So hunter tends to have hand size issues. But a lot of the 'control' Hunter cards this set are sort of more designed around that. And have more to do with board interactions rather than comboing stuff from your hand.
With the huge amount of lifesteal beasts in the set for Rexxar and there being a good early lifesteal beast, Hunter might have enough healing.
They're probably never going to have board clears outside of explosive trap and Deathstalker, but Hunter has lots of minion-based removal in this set. Rush was a god send for them.
I think it'll be more of a value train than an actual control deck.
All the Beast buffs Hunters have in Standard now is pretty daunting:
Dinomancy, Houndmaster, Dire Frenzy, Crackling Razormaw, Emeriss
And the number of good targets for these buffs is equally daunting;
Vicious Scalehide, good ol' Boar, Dire Mole, Hyena, Raptor Hatchling (or its deathrattle), Carnassa's raptors, Razormaw again, Cave Hydra
Control Hunter still won't be a thing, maybe never; even Dragon Hunter will just use the 4/11 with taunt to start beat people down with, really. At least they'll be different from the typical aggro/midrange Hunter deck and actually have some big plays mid-lategame rather than just lucky topdecks to finish the game off.

With all of the new tools coming in Witchwood, do you think a control hunter is possible? If so, how would it be built?
Personally still think that until hunters, and rogues for that matter, get a good board clear control is going to be unlikely.
