So the title pretty much sums it up. Just now I played a game in which I had a Radiant Elemental on the board, a Mind Vision in hand and then played a Skulking Geist. It turns out the mind vision got destroyed even though at that point, the card cost 0-mana.
Is this the correct working of the card? And if so, why is it correct? Doesn't the geist specifically mention that it destroys 1-cost spells? It does not state anything about altered cards etc. Can someone explain me what the correct interpretation of these kind of cards is?

Played around with various interactions. Have not found any case where the Geist blew up anything except 1 mana spells that are naturally that way. Emperor permanent effects and temporary effects like the radiant or apprentices will not save a 1 mana spell and it won't destroy a 2 mana spell with a cost reduction
Would be nice if they would find some way to state this more clearly on cards though. Not that it cost me the game or anything, but it's just not entirely clear that it only considers base cost. It wouldn't be the first card that does work with modified cards. There are loads of cards written in similar ways that do work with modifiers.
They didn't want to write additional code for the mere purpose of complicating the interaction of the card I.E. Radiant Elemental only affects cards in hand and only when they are cast. The current design allows them to evaluate if specific cards are a target, regardless of gameplay. Think of Geist as a crappy tutor that destroys the cards.
The card's purpose is killing Jade Idol. Now imagine you had a way to reduce a Jade Idol's cost in your hand (Emperor Thaurassan or similar) and hold it until your opponent played Skulking Geist. That's a really feel bad situation for your opponent; how were they supposed to know not to play Geist at that time?
You have to comprehend Skulking Geist in the way that the card includes all permanent cost reductions (e.g. primordial glyph gives you a mage secret, that now permanently costs 1 -> Geist destroys it; or in wild if emperor Thaurissan has reduced the cost of any spell to 1). As stated above, Skulking Geist looks at the actual, permanent cost of the card.
But the Geist does not destroy only temporary cost reductions to 1 like those given by Radiant Elementa (if you have a 2 mana spell that is being reduced to 1 by a radiant elemental it will not be destroyed, as against a 1 mana spell (like your Mind Vision) that is temporarily reduced to 0 Mana.
base cost =/= permanent cost

I think there is a misunderstanding of how this card is worded. As someone who has played quite a bit of magic I would expect the card to only effect spells that are "Base" 1-Cost. The card says "1-Cost Spells", it does not say "Spells that cost one". 1-Cost spells are spells that cost one, meaning the spell it'self instead of how much it would cost to cast the spell at this time.
Battlecry: Destroy all 1-Cost spells in both hands and decks.
I will say that some things in Hearthstone are not supper consistent but the newer cards seem to be.

Yes, it takes base cost into account.

I believe they made an official announcement about this when the card was revealed, it only destroys cards that are base cost 1 mana.
For the sake of skill of playmaking possibility this shouldn't behave like that. However intended or not it only takes into account the Base cost.
