You've already purchased every expansion and beaten every heroic boss, but you find Arch-thief Refaam particular fun and want to cheese the hell out of him to settle this match once and for all? Here you go :D

TIP: Check my improved Un'Goro shaman version

This deck is made of only cards he wont play, hurt him or which will only benefit you! The purpose of this deck is to fill the hand of Rafaam with cards he won't play till his hand is full. His heropower then becomes useless and you can just go face without him doing anything at all.

Let's go trough every card then:

Naturalize - Because you have a very weak deck yourself it will probably be used on one of your wisps.
Savagery - He won't use this card since his hero can't gain attack
Nourish - Nothing dangerous here. Only more crap he can gain or lose tempo
Tree of Life - Benefits you and he will only use it if you have lethal.

Sir Finley Mrrgglton - He won't use this as he will lose his powerfull hero power
Ancient Watcher - Can't attack
Lore Walker Cho - Can't attack
Nat pagle - Can't attack. Fills his hand
Nat, the Darkfisher - Benefits you
Novice engineer - Fills his hand
Acolyte of pain - Fills his hand
Alarm-o-bot - Can't attack and only spawns more crap
Coldlight Oracle - Benefits you. Fills his hand
Coliseum manager - Only consumes mana and will always return to his hand
Silithid Swarmer - Can't attack
Eerie Statue - Can't attack
Sideshow Spelleater - He won't use this as he will lose his powerfull hero power

Edit: Replaced Astral Communion for novice engineer because it is better to fill his hand than to get rid of it.

I considered to use other popular cards for this deck but here is why i didn't:
Astral Communion - It's a good trade-in card if you don't have all the cards, but he will use it to get rid of all the useless cards so he can generate new good cards. Which we don't want.
Dragon Egg/Nerubian Egg - He will always play this and i rather give him a card he won't play at all.
Doomsayer - He will use this when it benefits him and is potentially a game killer if he uses this in the early game
Arcane Golem - It does help you get in the late game but you rather do it naturally with one threat less.
Naga Sea Witch/Venture Co. Mercenary - Can make his cards cost more but that doesn't trouble him playing those.
Millhouse Manastorm - Would be a great idea if you had good spells
Shieldbearer/Target dummy - He will use those and they will prevent you from making good trades most of the times
