From hearthstone facebook page, an official explain about card:
"If you put this card in your deck, 5 extra Legendary minions will be added to your deck at the start of the game"
It'll work every game as long as it's in your deck.
Does the effect affect mulligan? Not sure if the game is considered to have 'started' then
I would say no. This is entierly based upon the fact that the coin is handed out at the start of the game, and you do not get it untill after the starting cards have been chosen.
This card has it's Pros and cons but usually more pro's depending on your RNG. One important thing to note is that he follows deckbuilding rules, No 2nd legendaries, so if you already have say, Ysera in your deck, he can't give you a 2nd one.
Pros':
- You're suddenly 5 cards ahead on fatigue, so this guy will be huge for heavy control decks, should the meta slow down enough he'll be in just about every control deck.
- Legendary minions are usually big, so that will be a LOT of extra muscle in your deck if you're lucky, even if it's something slow like Gruul, if they have to stop to deal with it then you're favored.
- He's strong for the same reason the Golden Monkey is, but without the heavy commitment of sacrificing your deck for legend minions.
Cons:
-Because the minions are usually big then that can pose problems for your mulligan, as you'll have higher chances of drawing something you don't want early on.
- Legendarys are hit or miss. You can get either Ragnaros the Firelord, Or The Boogeymonster. So praise RNGesus and hope for the best.
He follows deckbuilding rules? Are you sure about that? Because if so, the Renolock and even Renomage and Reno-whatever is suddenly going to be stronger. Maybe a card like this is just what control decks need in order to fight aggro. You acn focus more on removal and leave it up to this and maybe one or two more cards to stand for your winning condition. Also, I belive the game first start after the mulligan as the coin is given out at the start of the game and that happens after the mulligan.

If RNG has forsaken you... Nat Pagle, Nat the Darkfisher, Lorewalker Cho, Millhouse Manastorm, Hemet Nesingwary
Just wondering: "When the game starts" means that you have to keep it in your starting hand or the effect is no good.
No, the effect procs when the game starts and the card is in your deck. He does not have to be in your opening hand.
I know it sounds ridiculous, but this could also work in a Demon Discard Warlock deck. With the new discard draw mechanical from the Imp, you won't fatigue too fast with the extra 5 cards to your deck. You won't care if you discard a legendary that won't benefit you *cough*Moroes*cough* and can easily fuel the discard machine, but you could potentially find something to aid you in the late game. What do y'all think?
No need it works in hand or not it just happens you start with 35 cards and 5 are random legends
So will this card give you duplicates of a legendary that's already in your deck?
no duplicates and no legendaries of other classes.
Wow! With such a powerful effect you'd expect very bad stats, but even those are decent!
[5] for 5/6 and +5 Legendaries is "preeeetty good"
Wont having this card in your deck also give your opponent an idea of what to expect? They can just mouse over your deck and see that you have 5 more cards to start than they do.
