Recent Dust Grants and Missing Cards - Official Answer & Update
Blizzard finally posted about the Dust Refund operation gone bad. Their explanation is below, but the TL; DR: is that they are running fixes right now and will resume with the dust hand outs after, not just in the Americas, but in other Regions too.

Last night (Pacific time), we started a heal-up that awarded many players some Arcane Dust (starting in the Americas region). That Dust was to compensate those players for a bug that allowed those players to get extra copies of uncraftable Golden cards from various sources, like monthly awards, Arena awards, and some products (but not Packs).
Those uncraftable Golden cards included cards from the Rewards Track and the Battle for Alterac Valley event. The heal-up was supposed to delete the extra copies of those uncraftable cards and award the affected players with Dust equal to the value of those cards. That’s why different players got different amounts of Dust—it depended on how many of those extra copies you had, and what rarities they were.
Unfortunately, as some of you have noticed, there were some issues with the heal-up. One issue was that several cards were included that weren’t supposed to be included, resulting in players getting more Dust than intended. A second issue was that some players got the Dust award twice. A third issue is that some players had too many cards deleted, leaving them with fewer copies in their Collections than intended. When we noticed these issues, we stopped the heal-up to avoid causing issues for more players.
The team is currently working on fixing these issues. We just ran a script to correct the Dust grants for people who got it twice, and are in the process of running a script for people who got too many cards deleted. Once these issues are fully resolved, the team will run a check to make sure the fixes have been run correctly and all appropriate adjustments have been made. Then, we will finish the initial refund in the Americas and start it in the other regions.

That correction included running a script that subtracted the same amount of Dust that was previously added to each account, and also added back in the cards that were previously mistakenly deleted. Then, the refunds were processed as initially intended. The refunds only properly apply to a very small number of players, so the end result is that most players ended up with 0 extra Dust. We’ve seen your concerns, and we’ll continue to investigate your reports, but we’ve looked into it extensively and have not seen any player end up with less Dust than they started with (except for any Dust they spent in between the two adjustments).
The original refund script has been fixed, and is now being rolled out in each of the other regions. Because it was adjusted, most players won’t see any affects from it.
We apologize for the inconvenience and confusion this has caused.

Was awarded dust-didn’t use. Dust taken away in addition to the dust I had saved up before being awarded dust. Really tired of the bs with this game, this franchise and this company. Peace out folks! DELETE.
This is why I used it asap. There was no message about why we got it that day so I knew something weird happened. I'm sorry for your loss mate.
So I didn't get the cards I lost back. Who do I need to talk to about that?

I've already been on the fence of whether or not to continue playing Hearthstone due to the expense of buying expansions.
After getting a ton of free dust I was quite excited and decided to wait for next expansion. I DID NOT CRAFT ANYTHING BECAUSE I WAS SAVING DUST AND GOLD FOR NEXT EXPANSION. Now my account sits at 5 dust. when previously I had 3500+
If I don't get MY OWN dust back, I'm never playing this game again and uninstalling. It's expensive enough to preorder $50 card packs and still not be able to play ANY viable decks. This is even worse.
....Wait... I didn't spend my dust, had about 1600 dust to save for the next sets legendary. I logged in and got 2000 dust, and didn't use it. Today, when I logged on, I now have 0 dust? I think your script is wrong or am I missing something?

Can someone please comment on what happens to players who've used these large amounts of unintended dust?
Coz if they get to keep it, I want to 1) know why that's allowed; and 2) be compensated
Is it really that terrible to know that somebody else got some free stuff in a computer game by accident but you didn't?
Yes
Essentially if you had zero dust before the refund came around you could've spent that dust without a worry as they didn't go into minus. If you had dust already and used that "bonus dust" to craft cards they took the difference from your original stack.
What would've been safe for both scenarios was crafting the nerf targets (Scabbs, Pirate Quest) and safe the dust that way.
no even if you didn't use the bonus dust. they still took ALL dust away, including everything you had prior to the "mistake" they made.

I got 15200 arcane dust and spent almost all of it right away. The dust left over hours later disappeared from my account. Did it happen to anyone else?
Let me get that 8k dust back you gave me though? I’m sorry I didn’t spend it right away like other players. I thought I would save it to see what was what after this round of nerfs.
so are we supposed to get the initial dust refunds we were meant to get or what?

Aww man so your telling me that yesterday when i had 18k dust i could have crafted a ton of missing cards for fun decks and gotten a fair lead on this set where i missing a ton of cards but it was a bug and now i have 6k dust and i thought i had 7k before it all but im not sure and seems fair but feels real bad man.

Yep, and you get rewarded when they write a good game.
As a developer, mistakes happen. You can either bitch and whine about it, or you can be mature and think "it was a goof, but it looks like they're trying their hardest to fix it. And it really isn't a big deal."
To free players, any amount of dust is a big deal -- or at least you can bet they will act like it is.
