Kudos Blizzard for coming up with this very creative card!
People are severely underestimating it. Yes, it will be horrible in most of the current decks we see in the meta, but with this card you can built your deck to have both a strong early game (lots of 1-3 drops) AND a strong late game (clearing your deck of weak cards once you proceed to late game). It opens up many design possibilities and, until we see how such decks perform in the new meta, I wouldn't write it off as a joke card.
Btw, to the person who said "Hunter quest nerf", this actually synergises well with the Hunter quest if you play it after you have triggered your quest (or have enough 1-drops in your hand to trigger your quest), but BEFORE you actually play Queen Carnassa. This ensures that you clear your deck of any remaining 1-drops that are now useless to you, so that all that is left are Raptors (after you play Queen Carnassa) and 4+ drops.
