I say depends on two things, is there any other card at all you need from naxxramus? even a card in the future? Most of the time spending 20$ on packs nets you 1 legendary, so if you want 2 then naxxramus is good

I can guarantee I never bought packs from GvG since the 10 pack pity timer was introduced. I got 0 legendaries in the 40 pack bundle, so I can confirm this does not work! (only bought GvG when it was released). Those that get a legendary in first 10 packs are either A) lucky, or B) Have never opened packs in that set before

prep can't go to hall of fame, the entirety of rogues spells would have to be readjusted. Every card printed has to take proper into consideration, so getting rid of it would mean all rogue spells need to be reduced in price. I seriously doubt they'd want that on their hands.
also decks with prep are never the "cancer" decks that dominate ladders. I really don't see why this would be HoF'd.
If you took prep from rogue you;d kill a lot of it's identity.
Are you kidding? Quest Rogue's consistent viability is almost entirely dependent on Prep. Also, which other Rogue cards would need to be rebalanced? Sap and Eviscerate are fine. Sprint is actually the correct mana cost for draw 4 (or at least it was until UI and the Nourish nerf). I guess Blade Flurry is probably wrong at that point...maybe. Vanish is fine at 6, being a worse Psychic Scream.
Seriously, what cards in Basic/Classic would need to change?
all the spells cost too much without prep. everything would need rebalanced. not to mention the next few expacs will be terrible as those spells will all be designed with prep in mind.
rogues spells are made with prep in mind, if you remove prep without a rebalance you kill off like 90% of the fun rogue builds.
I've never played quest rogue and I was on a break before the nerf. I don't think it's good now.
I actually think removing prep would be healthy, but rogue would suffer for it for at least a year till they started making new cards that were not built around perp.
All the spells cost too much? Name 5? Cause Sap, Evescirate, Vanish, Myra's unstable element, Sprint are all fine. Fan of knives is good, backstab, Cold blood, walk the plank is fine, shadowstep, cannon barrage. There could be arguments made for the spells that no one use (such as wanted!), but honestly. The reason rogues get such bad spells overall is the presence of preparation

I feel like the mana crystal section (Especially concerning buffing druid's mana ramp), wouldn't be the funnest. I think that the 10 mana maximum is part of the fun of the game. However the deck building, brawliseum and classic set recommendations are all very good (Though instead of making standard have that deck count, maybe make a rotating type of new ladder (Make something along the line of tavern brawl, but competitive and rotates between different modes each month, One month could be this new "unlimited" format, the next month could be a brawliseum, etc. I think having this mode that chances each month like this could be really fun.

I don#t think they'll ever substantially nerf prep, even if it's just because they would have to rebalance a ton of cards.
Sprint for example is only worth playing because you have access to prep. Then there's new cads like Cannon Barrage, Wanted!, etc. that have will never ever see play at their mana cost without it.
Also...what would those spells even look like without Prep. Sprint wouldn't just be a 4-mana draw 4. That would be absurd. Cannon Barrage won't suddenly just be 3-mana. At best they'd be 1 or 2 mana less, which actively makes them worse than they are right now.
Idk why people think nerfing Prep will somehow get Rogue "better" spells. Prep never "broke" any deck. The only time when Prep ever was a major factor it was during Un'goro with quest Rogue, a deckk that had so many more problems outside of Preparation. Maly Rogue hasn't been a thing for a while (the meme version doesn't count) and Aucitoneer hasn't seen play in almost a year.
Literally most of the reasons people like to mention for nerfing HoFing Prep just aren't real issues anymore. It's not like Team 5 is going to be like: "now that prep is gone let's give Rogue a 6-mana Flamestrike" At best they're giving us 3-4 mana spells that would have cost 1 mana more before.
You are saying that prep goes into every deck? From my experience it doesn't... tons of the spells seem fair without prep even in the deck.

Cards tied to class identity are not good candidates for the HOF. Nerfs may be possible for them. Blizzard hasnt done it since they took out Mage cards. That caused problems they are not likely to repeat.
If inclusion in most class based decks is a problem, Northshire Cleric, Frostbolt, Sap, Flametongue Totem, Wirlwind, Slam, and Execute would rotate. Ruining the class identity of almost all the classes.
The dragons are not a problem and only fall into combo decks that are not played that much. People have been calling for them to be HOF or nerfed for a long time. Mainly because they cant beat those decks. A clue is your not supposed to win against every deck.
I agree to a degree, I honestly don't think the druid ramp cards need to be rotated. Just don't give druid broken cards like they got last year. (Draw and board are supposed to be the issue with druid's class), however Prep needs to go. Its been said time and again that it makes it very hard to design for rogue because of it. And as a casual rogue player, I would like to get more powerful cards for it each expansion instead.
