Because it's random? In Hunter it only lets you switch target from face. There is a difference between hero power that has set target and hero power that has no target at all. Rag doesn't target. Where does Sniper say "if your hero power deals random damage you can choose its target"?
The damage isn't random. The target is random, it's still 8 damage. Steady shot deals damage to a target, and die insect deals damage to a target. One target is the enemy hero, another target is a random enemy. The sniper is supposed to supersede this targeting limitation, no matter what it is.
With this on the board and you play Gnomish Experimenter, if you draw a spell, you get 2 copies of it, if you draw a minion, you get a chicken and the minion?
I agree with the OP, i think that hearthstone team should take some time to review these weird interactions and devise a clear and intuitive effect resolution order. What happened with his flamestrike has no sense whatsoever from a logical standpoint.
That one ISN'T inconsistent. It's just that people are getting confused on when weapons 'die' and are forgetting that all deathrattles must go BEFORE the minion dies.

It's unaffected because it already targets minions...
It's the same thing as trying to give taunt to a minion with taunt. It already has taunt, so it's unaffected.

Steamwheedle Sniper says : You Hero Power can target minions.
Die, insect, Die! can target minions already. So Sniper's ability is useless.
