I have seen a few threads with this question in them, but no firm consensus on what is the best plan.
Should you EVER craft a Mercenary?
For Rares, I don't think it really matters. They are easy to get from packs and don't cost many coins either.
Epics take a good chunk of coins to craft and are harder to get in packs.
Legendries cost a ton of coins and seem to be pretty hard to find in packs.
So far I have not crafted any Epics or Legendries, but have the coins. I was waiting to pull them from packs so I have less grind later. I have heard that coins become worthless when you have maxed a Merc (Which I am no where close to doing). Should you spend the coins on crafting if you have them?
It depends on if you are going to open packs or not, I feel.
- IF you are going to open a bunch of packs soon then don't spend them until after you opened them
- IF you are not going to open packs soon then craft them and start using them ASAP, cause having them in your Party and doing their tasks will get you coins to upgrade them
- IF you intend to open a pack here and there but not a bunch at once, just as you get gold from Reward Track or whatever, then the choice is yours. Maybe craft the ones you want to use so you can get them progressed and not wait and leave the ones you don't intend to use yet until you maybe get a skin from a pack.

Since I'm not planning on using either any time soon I rather wait and perhaps I'll get lucky once.
I'd honestly only ever craft a legendary if you want to start using it asap without planning to buy packs. If you're out of gold and wasted all you got on packs already, I'd just wait.
I mean... Diablo (e.g.) is great, but having to farm his coins can be a pain. As long as you don't intend on using a card like that yet, better wait and see if you get lucky. It'd be a huge thing to have 500 coins to use on skills rather than the card itself.
With some rough maths - there's a bunch of assumptions about how coins work, though fits my rough AVG of 15 coins every other run - we're talking 72ish runs for a legendary. That's a lot of grinding when you're grinding one bounty over and over.
But on the other hand, it's a solid alternative to buying packs - just grind directly for the higher rarities. You'll probably get the epics by grinding for the legs, so wouldn't craft those most of the time. Wouldn't craft rares until the end of the QLine, but you're likely to drown in their coins anyway.
You will end up with some excess coins due to the oddities of that wildcard slot from bounties, but shouldn't be too noticable. You'll get a good coin income post-crafting, too, though that's coins you'd have got for a different hero.
(For those wondering,roughly 15 coins per drop, 5 drops, 6 chars in party, three chars listed as bounty rewards, one slot to explain stuff like getting the odd Diablo coins from HC Kodobane, gives approx 7ish coins per which is 72 runs. Some serious eyeballing, but gives a rough ballpark figure.)
I don't know the approximate probability to get a legendary but I feel that, given you can craft a legendary you want and know you're gonna use, it's better to use the coins and start farming more coins rather than waiting for a chance of it to appear in a pack, like the time that it takes for you to get thay exact legendary could be used to train/farm coins for that legendary
