I'm relatively new to the game, but I've been watching streams, highlights, and playing quite a bit lately.
I'm not really enthused about pumping 50$ or more into the game to buy a pile of packs to get cards. No problems.
My best arena record is 3-3 so I'm not really that great of a player. I think some of my classes aren't even to level 10 yet.
However, In constructed, I have a semi decent low-budget priest deck. I can go as far as to when I get against a, what I would call, cookie cutter deck, complete with legendaries. I win against some of them some of the time, but it seems you just can't win against a deck that's built well, and contains purples and legendaries.
The Murloc rush deck with Jaraxxus, all the murlocks and old murk eye
Some pally deck with Defenders of Argus and Tirion
Priest decks with Prophet Velen
Rogue decks of any kind.
How far can you legitimately go in constructed without legendaries?
Written by Aishi, this deck template will take you down to single digits in rank (8-9) with little to no modification. It contains 6 rares total, and nothing above. I only use this as an example because I used one like it when I was first starting out, with little knowledge of the game. The very aggressive style of the Warlock Rush simplified play and reduced the number of decisions I had to make. Rank 7 was where I ended up before I started losing more than I won.
Warlock aggro is very big in constructed right now, so as you play and gather gold, it's a good idea to start splashing your personal touches to counter your biggest threats. One Shadowflame, for example, can completely disable a murloc deck. You won't want to dodge working toward powerful cards forever, and as you play, sooner or later you'll have to identify your weaknesses and get the cards you need to address them.
So as for your original question, you can reasonably expect to a rank in the high single digits quite easily, with just a handful of rares, and the rest commons and base. A barebones Paladin template also works very well, and the only class-specific rares you'll really want are a pair of Aldor Peacekeepers. Beyond this rank, however, it'll seem to be more of a struggle. What can you say? This is a CCG. It's certainly not impossible to advance beyond this rank without any epics or legendaries, but it's very uphill.
You always can have Faceless to copy legendaries, or priest mindcontrol.. And even so, legendaries won't be so important. The most important thing in a deck is the sinergy, and it can have great sinergy without a single legendary.
The idea would be to get a solid deck like this for every class, so you can easily do your quests every day and then go to arena, where you should be able to average enough wins to make it worthwhile on even grounds, and collect more cards for constructed which you can either implement in existing decks or collect until you have all those you need for a new deck with a different focus!

I used +1 azure drake, +1 shattered sun, + 1 argent commander, +1 flex slot (sap, blade flurry etc.) instead of the legendaries I was missing. I also tried faerie dragons instead of loot hoarders, but I can't say for sure which is the best.
As a rule of thumb in most TCGs you can build decent and cheap aggro decks, but if you like playing control you're going to need some of the higher rarity cards.

Play rush decks, plain and simple. Rush decks still really like having legendaries, but they are the strongest against them. It's hard to play slow or midrange decks without legendaries because you lack finishing power without them. However, legendary-free rush decks can still function against decks that have legendaries.
Climbing the ladder without legendaries is a waste of time. Yes it is possible but your win rate will be so low it will take forever compared to someone with legendaries.

Sure, you can still win on occasion, despite having shitty cards, but it's only due to luck. Either, you queued into someone like yourself, or the other guy got a really bad hand.
Climbing the ladder without legendaries is a waste of time. Yes it is possible but your win rate will be so low it will take forever compared to someone with legendaries.

I may have to disagree with you. This game is 50% luck. 20% decision making 20% deck sinergy 10% cards
Major point in this game is luck.Whoever gets the best draws in the best moment wins. It doesn't matter if that card is a legendary or a basic one, if it fits the moment you have the edge. Then there is the decision making which will be using the knowledge of the game. Easy example: Mage is not clearing the board at all and it's turn 6 = he's preparing for a flamestrike (as i said, easy example).
Then there's the deck sinergy. Yes, you can have very good cards but if they don't fit well together man, then a simple basic deck with sinergy will probably have more chances of winning than you with all legendaries and epic but no sinergy at all.
And then, just then, there are the cards. How many games do you actually win without even using your legendaries? Or when you use them they give you no profit at all? Cards aren't everything.

How long do you think people are going to remain really bad? A few weeks? You get anywhere near the higher ranks, and there aren't many mistakes to be found. It's all about what cards you have, and what order you draw them in.
I don't really care much for constructed, but I got to rank 6 before the wipe and I can safely say that at least until rank 7 people had no clue what they're doing.

Rank 3 with one legendary, black knight, 'cuz I had it. You pretty much just need all of the commons and important rares to get that high though. I won't say you're not at a disadvantage in the late game tho

Seriously, this game is an utter joke when it comes to skill!
Any one turn there are usually only a few attacks, and a few minions to play. That is a very limited set of moves any turn, and one is usually insanely obviously better.

I have put together my budget deck for your thread here, it doesn't use legendaries or epics at all!
