Seriously? No. It is a terrible card to run. Takes up a slot, clogs your hand for 9 turns, and even when you play it you still have a 50% chance of losing. Even if it were in the game I predict that few players would run it, and those who do so will probably lose before they get a chance to play it.
Im going to address the question you asked in this post as opposed to the one in the title. The answer to that question is yes. Hearthstone is a card game. The ENTIRE premise of the game revolves around drawing cards at random to win the game. It is that RNG that makes the game playable. If hearthstone was a game where both players played with set cards that they would get in a set order the game would end up being a P2W mess that is completely unplayable. As it is now the RNG allows for the game to be playable for people on all level regardless of how much money spent/ How long they played the game. So In the event that more RNG is added all that is changed is the fact that their are new cards. So in the end its better regardless.

Consistent 50% win rate? Really? Only if you draw it before you die and then only if you manage to survive till turn 10 to play it, and assuming people don't start running Nerub'ar Weblord to counter it.
Oh and P/S: Any Hunter worth their salt won't even let the game reach Turn 10.

Honestly, if the card was implemented into the game, the only deck it would work with would be a control warrior. They have a 50/50 chance of winning against opponents and if it looks like they are going to lose, they'll live long enough to pull this particular card and again have a 50% of winning.
I think this card would be pretty fun if it only worked in Casual. In arena & ranked it would be stupid because everyone would play it the turn before they lose. I would quit if it were in ranked & arena.

This totally negates the whole game previous to it being played. It's not a fun way to win or lose. It's a poorly designed card. It would only be used as a "I'm to far behind to possibly win, so fuck it card" and most decks that assume the game would make it to the 10th round would run it.
