Probably. That's how it works with most auto-cast spells... If you hero power, and it draws a soul shard, the effects happen to the soul shard (which already costs 0), and then the soul shard draws the next card, which will be full cost.
same if you pull a bomb, or whatever with Wonderous Wand... It draws following cards, but doesn't buff them (the bomb, and next 2 will be, but the next card drawn from bomb wont be)
Yes I think kripparian tested this, soul shards basically share synergy and anti synergy with quest warlock.
The synergy is really good though, and even if you draw a soul shard + full cost card with your upgraded hero power, it's still better than basic hero power so, it's fine.
I can confirm (having played Quest Warlock extensively since the expansion dropped), that any 0-cost card including Soul Shards will remain 0 when drawn using the Hero Power and also counts as your draw for that turn (it won't discount the card drawn by SS itself)
