i know some people would love to see more quests, but their success was a mixed bag of not feasible for winning, or absolutely broken (looking at you rogue). With that said, there has also been plenty of talk about how fun Hero cards are, but also how they can provide too much value for just one card (Jaina my Queen). With that said, why hasn’t blizzard realized that perhaps the Quests were the right idea for hero cards all along. In my opinion Warrior Quest was the most balanced. You had to build your deck around your quest, like all quests, and the win condition was powerful enough to add “infinite value” but still not a guaranteed win once achieved.
with all that said, I’d really like to see more future Quests, that reward a hero card as the reward. Thus making Hero Cards harder to achieve their infinite value. Zul'Jinn is a balanced Hero Card on its own. A Hero Card like Jaina however, should require a quest then still cost 9 mana!
I just don't agree the quests were a good idea. Rogue was an abomination and the warrior quest combined with Baku and phantom militia made it really easy to stall and complete the quest. I don't agree that it's balanced, it's dull as ditchwater - play taunts, clear the board, abuse hero power. Also, it's highly frustrating when you get a board that the warrior can't clear, and through RNG the hero power keeps hitting face. I guess it's at least proactive through the dull Rag mechanic.
Peter Whalen already said they aren’t introducing any new Hero Cards for this set. I personally think that the Quests were a flop, and should be left in the past once rotation hits.

Appreciate the feedback, but the question is about helping balance the Infinite value of hero cards instead which is something they’ve clearly struggled with. If you had to complete the Quest Mage to get Jaina DK card as reward with a 9 mana cost. Does this not sound more balanced? Also, not talking about a specific set. Just an idea....
I like the idea. Would solve the problem of Hero cards being put into nearly every deck and making every game feel the same. Imagine if Guldan had been tied to a quest, where you needed to play six demons to get him? Players wouldn't have been able to put him in Cubelock. Druid's could have required you to play 7 choose one cards. Jaina could have required you to play 7 elementals. So on and so on.

I do think that would make it more balanced, but as we’ve noticed in recent history, balancing cards is more difficult than it appears. I feel like adding another layer of complexity would make the process of balancing a card that much harder, and would likely result in an even greater disparity between the viability of the Quests/Heroes for each class.
Baku is the problem in your example, not the quest... Quest Warrior was plenty balanced before Baku.
But this is why quests aren't a good idea. As sets are added, things happen which makes the quests easier to complete. Phantom militia was also a bad idea.

I think I got locked into your original statement of people liking quests, which I tired of quite quickly (and I wasn't even playing when Ungoro dropped). Thinking about your actual proposal, I think it might make for boring play. Everyone playing to a linear goal, whoever gets there first wins. It's kinda like a combo only meta. The quests will direct how you build your deck. I saw very little variation with quest builds.
The problem of quests was not the amount of balance, it was that they promoted a certain deck, therefore lowering the amount of viable decks to make with it, leading to a stale meta of decks that play out roughly the same each game.
It makes the game boring, they better never print new quests.
