If Blizzard would implement it for all the skins they would completely screw me and other players over, because if I had known the prices would drop I wouldn't have bought them on release. If they would do that, there should be atleast a good compensation.
Periodic sales would be nice, similar to Steam sales, or the rotating sales that Heroes of the Storm does. Having said that, Heroes of the Storm also periodically lowers the prices of Heroes. I wouldn't mind it, although they may get some (justified?) backlash from people who may not have purchased if they knew the price would drop.

I don't know about permanent price drops, but a periodical sale would be nice, similar to the classic pack sale a while back.
