I like it in theory, but I worry everybody would just use it to plug their "Nerf this!" and "Buff that!" agendas without actually getting very creative about it. Also, would there be any further limitations? Like, how much does your redesign need to resemble the existing card? I figure I can change numerical values like Cost, Attack, Health, Damage, Durability, and so on, but how close does the card text need to be to the original? Does it even need to be the same card type (example: Could I redesign Dancing Swords as a Weapon or Mind Control Tech as a Spell or Feral Spirit as a Minion)? Do the name and art even need to be the same if I find better art or think of a name that better fits the theme of my redesign? On the flip side, how different must it be? Am I allowed to just change one numerical value by 1 and call it a day? Or even not change the mechanics at all but instead give a card a better fitting name with art to match?
As for my own suggestion... 0-Attack minions would be cool, I think.
Or minions with Enrage, because Enrage is such an underutilized mechanic.
Murlocs! I've made two Murloc card today on counter/synergize on Fan Creation Forum. It's really fun making murlocs, especially with all their famous characters, and subgenre including Jinyuu, Mur'ghoul ... etc.
Make a card that costs more than 12 that has no built-in method of reducing its own cost . So it'd have to be drawn using Far Sight, Unstable Portal or Tharissan (or Call Pet),
It'd just be fun to see what people would do when given the right to make something truly overpowered.
Maybe Sorceries? They'd be like Secrets on the playboard, but, would have a continuing effect instead of a triggered one. Probably need a built in self destruction mechanism as well. (like a number of turns or a fairly common condition such as your opponent losing life or playing a spell).
How about a theme on designing cards that are utterly useless on their own? Not something similar to mountain giant where you can't play it without a few other cards in your hand, but something like Ancient Watcher to the extreme. You would need to use one or many cards to work with it and make it viable in play.
Or minions with Enrage, because Enrage is such an underutilized mechanic.
I hope this wont be a theme any time soon, as we learned (in one discussion about it here earlier) how tricky that mechanic can be without perfectly correct wording, so i have a feeling, that 90% of the cards created would be mechanicly impossible to implement in the game (it wouldnt do what creator intended or would be stuck on infinite loop etc). But than again, mby those 10% would be worth it and we would get some kind of "break through" in the mechanic usage :)

Yeah, a lot of folks seem not to understand the mechanic 100%, and I too worry that the topic would be 90% filled with infinite loop stuff that wouldn't work like "Enrage: Draw a card.", but I'm sure we could get at least some neat ideas out of it. I have a couple rolling around myself, admitedly. =)
