no matter how you try to slice it this card will be bad. i guess if you literally have NOTHING else to play i could work... if only it was like a 7 mana 4/8 then i would be more viable
if it was 4/8 it would be broken not viable... you dont seem to understand that the bad stats are cause this card auto-kills something without even trading or interact with it. it kills a 6/8 body and a 4/12 body FOR FREE. you seriously expected something this powerful to have viable stats? i think rend is fine and theres a good chance we get to see his dragon gyth too so they may synergise together. i would love to have a card in my collection that can auto-kill ysera cause wherever i play ysera myself my opponent cant get rid of her and he just silence her. so a card like rend was needed.
It might see some play for the first month but it will likely be another garbage legendary. It has too many conditions to be a good use of 7 mana and you can't even play it on curve unless there's something worth removing with it.
For the mana, BGH has wretched stats. It can be killed by a 1-drop. And if you have no targets it's a dead card completely. With Rend, you get more flexibility in target choice, you fill the 7-mana slot, and it still trades with a 4-mana minion that has to even be alive at the time (4/3 3-drops don't see play too much)
As convoluted as this guy's requirement is for good value, even more convoluted are the magic scenarios in which everyone is equipped to remove him. Even then, you've not only killed Dr. Balance or Rag or Ysera or whomever, you've also drawn out Swipe, Frostbolt, etc etc etc etc. Once I use this guy to get a free hard removal that my class may not even run or may have already used, I now have a pseudo-taunt because my opponent will do everything in his power to prevent Giant-level damage next turn.
This is a tech card. If the meta will be full of greedy control decks with lots of legendaries, it will see some play. If the meta is full of face hunters and similar decks, this card is useless.
You don't WANT this to be a great card - because it would ruin all of the other fun cards in the game.

OP OP OP OP. Nobody would ever play legendary cards. Completely un-fun. You don't want this card. BGH is bad enough to make all the fun cards above 7 attack unplayable, this would be 10x worse.
Based on the cards we've seen so far there is absolutely no evident that we'll be going to control meta ....none of the cards can deal with aggro so aggro is not going away and that it appears the 'dragon' decks are most likely going to be a mid range to control deck therefore this card will be completely useless...Dragon deck will most likely be very bad for laddering...the only way this deck & this card can be viable maybe in a tourney environment when a player needs to go control vs control.
So then if they have no other cards, except Basic Set and BRM then Rend Blackhand becomes their ultimate equalizer. Now they can head into Ranked and when their opponent summons Ragnaros the Firelord, now little TImmy finally won't Insta-Lose, he summons his Rend Blackhand and now has established dominance.

Which promptly dies to next turn Big Game Hunter. Because "rich" players can afford double Big Game Hunter. And if it's turn 10, they'll play Dr. Boom alongside Big Game Hunter.

Double Big Game Hunter has nothing to do with "rich" or not. It is a tech card.
You expect your enemy to play one or two minions you can hit with it. But you now for sure, there are decks outside who did not include a single 7 Attack minion (face Hunter?). Some classes like Warrior have options to buff enemy minions (or you play something like Abusive) so they could probably play two. But when he doesn't hit something he is just a 4/2 minion, that dies to nearly all 1 or 2 drops. So you play a card, because you expect a common meta and common cards in your opponents deck. In this case it is Dr. Boom but he is legendary?
Some would say playing 2 BGH is more a "poor" than a "rich" decision.
Rend is also such a tech card, but a narrow too. It can only go into dragon decks to counter a control heavy meta. Thats not good nor bad. When more legendarys get released his value can increase, but in the current ladder, where your first worry should be not to loose against Mech mage, Oil girl and Face Hunter, i don't think he will slot in.
