If those are your choices of legendaries, then yes Preps. Oil rogue is viable and otherwise, prep always seems to creep into the most viable build for rogue (now that people are used to prep/sprint I bet prep will always be athing).
Meanwhile the other legendaries aren't really high importants. I found that cenarius tends to be too costly to use in many druid decks and Ysera can only work when the meta gets very VERY *VERY* slow. Even thenm you don't HAVE to use her.
And htere's no such thing as a paladin without Tirion. Even the fast decks use him. He's THAT good.
Prep is one of the most dangerous epics to craft. Simply because it does nothing on its own and relies on the Combo/Miracle Rogue archetype.
It's very easy to get hit by nerf of other cards, such as how the nerf of Auctioneer hit it hard last time. Even though Rogue made a comeback, it still has one of the game's worst matchups when facing a warrior.
I don't think it's worth crafting a legendary unless you've already invested a crap ton in the deck or unless it's a staple like boom, sylvannas, etc. That being said Ysera and won't be in the meta for a while and prep will (always?) be good with rogue.

Honestly, I'd go with Arch. NOT just because of mech mage, but also because you mage seems to have a few decks in play and Arch tend to find in them. Rouge is less stable and only has one deck. Thus you're more likely to find out that you dislike the ONE deck rogue has and drop it. At least if mech mage doesn't work for you you could go freeze mage for variety.
Though honestly, I'd make SURE I don't need any neutral legendaries first.

One does not simply walk into Mordor,
unless they want to be the best they can be.
Good rule of thumb is to always try to craft viable epics you may need for your decks before crafting another legendary.

SO I'd advie against crafting Prep.
