I think under normal circumstances this card is pretty bad.
Lets say you run a F*@# ton of battle cry minions. How about 15!!! I mean you'll be playing a control or combo oriented deck so 15 cards for defense.
Keep in mind the first 6 won't get the double battle cry so now you're down to 9 and that's an over estimate. Your 9 cards get double battle cry effect which is nice but you have to pay 2 mana to probably like 4-5 times to tiger all of them. Then keep in mind you invested a card and a mana early in the game.
Also this hero power kinda cancels out Hagatha which is still in rotation.
If the effect didn't cost 2 mana to trigger it would be very good. Since you lose your normal hero power when you click this to get good value you'll need about an average of 4 mana worth of battle cry effects for it to be really worth it to spend the 2 mana, lose your normal hero power and invest a card and mana early.
The Quest allows for all sorts of builds because the keyword Battlecry has many different effects. You can try and play the 'burn' version with damage battlecry effects. You can try and play the Control variant and have AOE battlecry effects. You could even do hybrid builds too.
The issue isn't completing the quest and getting value afterwards. The issue is what decks is this weak too and can you fit AOE into your deck against aggro? How do you beat combo? Are you teching in Hecklebot or other disruption cards? How do you deal with Giants on turn 3 or 4?
I think everyone knows and sees the power level, but now its a matter of having your deck tuned for the metagame and change as the metagame changes.
For example, if we get a Hunter and Mage Secret heavy meta, then you tech in the neutral secret destroyer minion. Or if we get alot of OTK decks, then you need Hecklebot or other disruption battlecry effects.

This is a very easy quest to complete, with this murloc Shaman will probably get a huge buff.
Meta-defining for sure and very easy to complete, beautiful to curve into Questing Explorer and can give you a Pyroblast on turn 10 with a body using Pit Crocolisk. Think of it as Spirit of the Shark on demand and how it can be scary with lackeys and Lifedrinker.
