So that garrison commander wasnt used, I dont think this will see constructed play, because a second even if upgraded hero power is just too slow to be played.
In arena this card as a common is actually pretty solid, because it is a 3mana 3/4, which is already good stats with an additional effect, gaining some value if needed.
Considering how Garrison Commander see no play in Wild and is arguably a better card, I don't expect this to fare any better. The only deck I could see it used for is in Quest Warrior, since it has good synergy with both upgraded base hero power and Die Insect. On the other hand it's not a taunt, so you sacrifice consistency in your quest completion.
Above average arena card, may see play in a meme quest warrior I suppose, it can't keep OTK paladin alive since you can't have over 10 mana Kappa. I like the idea of refreshing your hero power with basically any DK already played, but I'm not sure if this is good enough, similarly for Clockwork Automaton.
If you already have two of the 2/2's on the board it's do-able.
